City of Harvard City Council met Sept. 18.

Here is the minutes provided by the council:

Mayor Kelly called the Special City Council Meeting to order at 7:00 pm. City Council members present:

Mayor Kelly, Aldermen Haderlein, Schulz, Heinsohn, Gorman, Meza and Perkins. Aldermen Carncross and Opper were absent. Also present was City Administrator Nelson.

PUBLIC COMMENT: NONE

STRATEGIC VISION QUARTERLY REVIEW

City Administrator Nelson went through 2019-2021 Policy & Management Agenda:

• Design and finance improved police facility (completed)

• Develop strategies to foster resident input/participation

• Explore canine need

• Explore Fire Department needs (completed)

• Explore Public Safety Council

• Expand/share dual language strategy

• Foster neighborhood orgs

• Inventory arts/culture amenities (completed)

• inventory & GIS map road/sidewalk

• Inventory housing, lots & land use (completed)

• Improve Council Member onboarding process (completed)

• Leverage enterprise zone & TIF (completed)

• Participate in County Health Plan

• Research visitor-based economy strategies (completed)

Alderman Gorman discussed the concept of a Public Safety Council.

Alderwoman Haderlein discussed the County Health Plan and what it was in reference.

Mayor Kelly went through the City Council 2019-2021 Policy Agenda:

• Complete inter-governmental agreement with School District and Library (ongoing)

• Create downtown Wi-Fi (ongoing)

• Develop arts/culture master plan (ongoing)

• Develop capital improvement plan & funding strategy (completed)

• Develop comprehensive land use strategy (completed)

• Develop downtown master plan

• Develop legislative agenda

• Diversify funding streams to City

• Establish regular planning/strategy mtgs

• Explore advisory council/commissions to foster engagement in local govt.

• Identify goals for effective partnerships

• Improve partnership with regional economic development partners

• Improve police facility

• Walking/biking pathways master plan

Mayor Kelly related that relations with the school are ongoing.

The City Council had a conversation about prioritizing the list to three items and hiring a grant writer.

Prioritization conversation:

1. Downtown Plan/Arts & Culture

2. Diversify Funding

3. IGA’s

A motion was made by Alderman Schulz, seconded by Alderwoman Heinsohn to hold quarterly meetings. Aldermen voting aye: Schulz, Haderlein, Heinsohn, Gorman, Meza and Perkins. All ayes. Motion carried.

CITY OWNED PROPERTY ROUTE 14 NORTH/NORTHFIELD AVE.

The City Council reviewed the Route 14/Northfield Ave. Property. A motion was made by Alderman Schulz, seconded by Alderman Perkins to appraise the property. Aldermen voting aye: Schulz, Haderlein, Heinsohn, Gorman, Meza and Perkins. All ayes. Motion carried.

At 8:34 pm, a motion was made by Alderman Schulz, seconded by Alderwoman Heinsohn to adjourn the meeting. Aldermen voting aye: Schulz, Haderlein, Heinsohn, Gorman, Meza and Perkins. All ayes. Motion carried. All ayes. Motion carried.
