• Committee action to approve minutes as presented.

5. Streets & Alleys Committee Meeting Minutes of December 2, 2019

• Committee action to approve minutes as presented.

6. Consent Agenda

Items under the Consent Agenda are acted upon in a single motion. There is no separate discussion of these items prior to the Council vote unless a Council Member requests that an item be removed from the consent agenda for separate action.

7. Individual Action Consent Agenda Items

• City Council Action on any item removed from the consent agenda.

8. City of Marengo/Non-Binding Letter of Understanding

• Will require City Council action to approve or deny the City of Marengo’s Non-Binding Letter of Understanding for Inclusion in the Woodstock-Harvard Enterprise Zone.

9. Planning & Zoning Commission Recommendation/Finding of Facts – December 3, 2019

• Review the Planning and Zoning Commission's recommendation to approve the petition submitted by Marc Hathaway, Stateline Investments LLC, granting a conditional use to operate a car wash. Subject property is located at 109 Admiral Dr. Will require City Council action to approve or reject the Commission's recommendation to approve the petition and proposed ordinance.

10. Planning & Zoning Commission Recommendation/Finding of Facts – December 3, 2019

• Review the Planning and Zoning Commission's recommendation to approve the petition submitted by the City of Harvard for various text amendments to the Unified Development Ordinance. Will require City Council action to approve or reject the Commission's recommendation to approve the petition and proposed ordinance.

11. Vending License Applications

• Annual City Council approval of 2020 vending licenses.

12. Intergovernmental Agreement Mutual Aid Agreement/Major Crash Assistance

• The agreement provides for law enforcement mutual aid services for major crash assistance and diagramming major crime scenes. Will require action to authorize execution of the agreement.

13. Proposed Ordinance Amending Section 19.08, Outdoor Swimming Pool Requirements

• The proposed ordinance amends Section 19.08, Outdoor Swimming Pool Requirements pursuant to the Ordinance Committee’s recommendation.

14. Proposed Ordinance Amending Chapter 27, Offenses Against Public Peace, Safety and Morals

• The proposed ordinance deletes Sections 27.22, Drug Paraphernalia; Definitions and 27.23, Unlawful Possession of Cannabis pursuant to Chief Krause’s recommendation.

15. Streets & Alleys Committee Recommendation

• Action requested is to approve the Streets & Alley’s Committee’s recommendation to adopt the 2020 MFT Road Program. The Committee is also recommending closing Crowley Rd.

16. Public Property Committee Recommendation/Grace Fuel

• Action requested is to approve the Public Property Committee’s recommendation to approve the proposed Ordinance Prohibiting the Use of Groundwater as a Potable Water Supply by the Installation or Use of Potable Water Supply Wells or by Any Other Method and to authorize the Mayor to execute the Highway Authority Agreement.

17. Proposed Ordinance Authorizing Sale of Surplus Property

• The proposed ordinance provides for a declaration and sale/disposal of personal and real surplus property which is no longer necessary or useful to the City. Action requested is to adopt the proposed ordinance.
