City of Harvard Streets & Alleys Committee met Dec. 2.

Chairman Opper called the meeting to order at 6:30 pm. Committee members present: Chairman Carl Opper, Alderman Schulz and Alderman Carncross. Also present were Mayor Mike Kelly, Alderman Gorman, City Administrator Nelson and Supt. Public Works Kruckenberg.

2020 MFT Road Program
Administrator nelson presented the financial status of the Motor Fuel Tax fund and due to being underbudget for the last several years on the road program there is a cash balance that we can use for some additional road work for the coming year. The staff is recommending adding O’Brien Street from Bourn to McKinley to the road program for 2020.
A motion was made by Alderman Schulz, seconded by Alderman Opper to amend the previous program to include the recommendations of staff. All Ayes motion passed.

Mayor Kelly brought up that sidewalk replacement should be part of the extra money that we are receiving due to the increase in the gas tax. Mayor Kelly would like the committee to consider setting aside $100,000 for sidewalk replacement. Alderman Carncross thought that the money should first go to those areas that have no sidewalks. Alderman Opper thought that if we do this then we should require that home owners remove snow from the sidewalks. There was discussion concerning the merits of using this money for sidewalks or streets.
Motion by Alderman Schulz seconded by Alderman Carncross to conduct a sidewalk program in the fiscal year of 2021-2022 and set aside $75,000 to start. Alderman Schulz Aye, Alderman Carncross Aye, Alderman Opper no. Motion passed 2-1
Alderman Schulz reminded the committee that when we closed out TIF south the $40,000 in proceeds was to be used for sidewalks Administrator Nelson noted that he will program this money in the 2021-2022 budget year when the program is ready.
The committee discussed the road program for the fiscal year 2021-2022. Motion by Alderman Schulz to adopt the list of streets as discussed, seconded by Alderman Opper. All Ayes motion passed.
