Mr. Gilmore, President, called the meeting to order at 7:00 p.m.

MOTION -- Moved by Dr. Bidwell and seconded by Mr. Parisi to approve the Consent Agenda including routine personnel matters; financial reports; bills payable; Woodstock High School co-curricular fundraising requests 2019- 2020; obsolete equipment disposal; an overnight field trip for the Woodstock North High School Theatre Club-Theatre Club to attend Illinois Theatre Festival at Illinois State University, January 9-11, 2020; Sign Language Interpreters, Inc. agreement; and summer 2019 life safety change order, with roll call vote as follows:

Employment

Approve the employment of Michelle Keyfauver as Classroom Associate at 3 hours per day, 5 days per week, $13.17 per hour and Signing Associate at 3 hours per day, 5 days per week, $22.11per hour for the 2019-2020 school year. (VDELC)

Approve the employment of Colleen Shirley as Special Education One-on- One Health Associate for the 2019-2020 school year at 6 hours per day, 5 days per week, $13.09 per hour. (PWE)

Approve the employment of Lindsey Williams in an additional position as Route Driver for the 2019-2020 school year at 3.25 hours per day, 5 days per week, $17.93 per hour. (Transportation)

Approve the employment of Marquetta Young as Bus Associate for the 2019-2020 school year at 3 hours per day, 5 days per week, $10.75 per hour. (Transport at ion)

Resignation

Approve the resignation of Debra Batliner, effective October 9, 2019. (VDELC -- Pre-K Health Associate)

Approve the resignation of Mayra Carbajal Cruz from the position of Everyone Reads Associate only, effective October 21, 2019. (PWE)

Approve the resignation of Kathleen Kopp from the position of Noon Hour Associate only, effective October 9, 2019. (GWE)

Approve the resignation of Katherine Leake, effective October 15, 2019. (VDELC -- Noon Hour Associate)

Leave of Absence

Approve a leave of absence under FMLA for Brooke Danna from an anticipated start date of January 20, 2020 and continuing for 12 weeks thereafter using available paid sick leave days concurrently per doctor’s instructions, with any balance of the leave unpaid. (VDELC)

IV - RECOGNITION

1. Special Olympics Competitors -- Illinois State Summer Games

The Illinois Special Olympics Summer Games were held June 7-9, 2019 at Illinois State University in Normal. More than 4,000 athletes and Unified Partners competed in seven different sports, along with 1,700 coaches, 2,000 volunteers and 3,300 family members.

At the 2019 Summer Games, District 200 had 14 athletes compete in Powerlifting, Track & Field, and Rhythmic Gymnastics. Overall our athletes brought home 40 medals (24 Gold medals, 10 Silver medals and 6 Bronze medals); and four ribbons (two 4th place and two 6th place).

In addition to honoring the competitors, the Board extended its congratulations to the team of District 200 coaches who spent countless hours in training and practices; the parents who committed their time, support and encouragement; and the District 200 Transportation Department who went above and beyond to get the athletes where they needed to be for practices and events. Congratulations went to the following student athletes:

2. National Merit Scholarship Program -- 2020 Commended Students

Five District 200 high school students have been named Commended Students in the 2020 National Merit Scholarship Program -- four current seniors, and one st udent w ho w as an early graduat e in t he spring. Congrat ulat ions w ent t o Caroline Arnold, Susan Crenshaw , and Cara Orndahl from Woodstock High School; and to Keegan Given from Woodstock North High School, and Mikayla Deehring, who graduated early from WNHS in May.

2. National Merit Scholarship Program -- 2020 Commended Students (Con’t)

These students were recognized by the National Merit Scholarship Program as Commended Students for their exceptional academic promise.

Commended Students placed among the top 50,000 scorers out of more than 1.6 million high school students who took the Preliminary SAT/National Merit Scholarship Qualifying Test. The National Merit Scholarship Corporation recognizes these students’ potential for academic success, and credits the key role their schools have played in their academic development.

3. ISBEThoseWhoExcelAwardRecipients

The Illinois State Board of Education annually sponsors Those Who Excel to honor individuals who have made significant contributions to our state’s schools. This year’s award recipients were recognized at ISBE’s annual Those Who Excel/Teacher of the Year banquet on October 19, 2019 in Normal. District 200 is proud to have the following among this year’s honorees:

MOTION – Moved by Mr. Parisi and seconded by Mr. Headley to introduce the following resolution: WHEREAS, the Board of Education of Woodstock Community Unit School District 200 wishes to recognize the contributions of these individuals, and WHEREAS, District 200 has benefited as a result of these accomplishments; NOW THEREFORE BE IT RESOLVED, that the Board of Education of Woodstock Community Unit School District 200 hereby bestows special recognition and a certificate of achievement on behalf of the citizens of the District, with roll call vote as follows:

V - COMMUNICATIONS

1. Mr. Gilmore suggested that Board members contact him with evaluation questions as a follow-up to the Board’s recent Board Work Session.

VI - SUPERINTENDENT’S REPORT

1. Dr. Moan informed the Board that earlier in the afternoon staff attending in-district professional development activities. Dr. Moan added that these activities are tied to the school improvement plans that will be presented later at the Board meeting.

2. Dr. Moan explained that the district just ended the fall athletic and activity season and it has been one of the most successful on record. The high schools have combined to win 5 conference championships this fall and the Woodstock North Tennis team won both conference and sectional championships. Dr. Moan added that the winter season events kick-off with an orchestra concert tonight at Woodstock High School as well as the opening of the theater production, ‘‘Ghost Tale for Mr. Dickens’’, which opens at Woodstock North High School on Friday, November 8th.

VII - MONITORING REPORT

1. 2019-2020 School Improvement Plans (On File)

Assistant Superintendent for Middle and High School Education Dr. Justin Smith explained that schools have continued to develop improvement plans to improve student outcomes in line with the District’s Strategic Plan. This year schools were asked to review and analyze their progress in the areas of accountability, student social emotional growth, and family and community engagement.

At tonight’s meeting, administrators from the Elementary, Middle, and High School levels along with Clay Academy, presented their initiatives to provide individual academic support to students.

During Board discussion, Mr. Headley asked if the elementary team had seen results yet from the Everyone Reads program and Mrs. Pala responded that staff would be collecting benchmark data in December. Mrs. Pala added that students are enjoying the program, their needs are being met, and teachers are seeing carryover during small group instruction with increased participation and students feeling better as readers.

Dr. Moan added that the program is a ‘‘marathon and not a sprint’’ and that administration is not only looking for growth, but sustained improvement.

Mr. Headley also inquired about the number of students who will be participating in the Agile Minds intensified Algebra program for freshmen. Woodstock North High School principal Darlea Livengood explained that 50 freshmen from each high school who have gaps in their math skills or are performing below grade level, will participate in a 2-period math block to support the students with coursework designed to bring their math skills up to grade level.

IX - NEW BUSINESS

1. First Quarter Review of the 2019-2020 Budget (On File)

In her quarterly review of the status of the budget, Chief Financial Officer Risa Hanson reported that revenues and expenditures in all three operating funds are on target at the end of the first quarter. Mrs. Hanson added that the Insurance fund balance remains stable with expenditures w ithin range at this point of the year.
