• The purpose of the hearing is to obtain public input on the closing of the unpaved, gravel portion of

Crowley Rd. from Harvard Hills Rd. to its terminus in the corporate city limits.

6. Ordinance Committee Meeting Minutes of January 14, 2020

• Committee action to approve minutes as presented.

7. Consent Agenda

Items under the Consent Agenda are acted upon in a single motion. There is no separate discussion of these items prior to the Council vote unless a Council Member requests that an item be removed from the consent agenda for separate action.

8. Individual Action Consent Agenda Items

• City Council Action on any item removed from the consent agenda.

9. Planning & Zoning Commission Recommendation/Finding of Facts – January 7, 2020

• Review the Planning and Zoning Commission's recommendation to approve the petition submitted by Luis Villa & Octavio Salinas (petitioners) and Marc Hathaway, M & A Investments (property owner) granting a conditional use to operate a body modification (tattoo) establishment. Subject property is located at 200 South Ayer St. Will require City Council action to approve or reject the Commission's recommendation to approve the petition and proposed ordinance.

10. HERS Special Event Liquor License

• HERS is requesting a Special Event Liquor License for Saturday, June 27, 2020 (scholarship tournament), and Sunday June 28, 2020 (picnic), from 11 am - 6 pm at the HERS Softball Fields. The fees have been paid. Action requested is to approve or deny the request, pending submission of dram shop insurance.

11. Open and Award Bid for Surplus Property

• Sealed bids to be opened and considered for the Vacant Lot on 9th St.

• Sealed bids to be opened and considered for 2091⁄2 Ratzlaff St. 13. Open and Award Bid for Surplus Property

• Sealed bids to be opened and considered for 200 Johnson St. 14. Video Gaming License Applications

• Action requested is to approve the video gaming license applications as submitted. 15. Harvard Moose Lodge Vending License Application

• Action requested is to approve the vending license application as submitted.

16. Resolution Authorizing the Participation in the Northern Illinois Municipal Electric Collaborative (NIMEC) and Authorizing the Mayor to Approve a Contract with the Lowest Cost Electricity Provider for a Period up to 24 Months.

• The proposed resolution is for the annual NIMEC bid for the City’s commercial accounts and authorizes the execution of all necessary contract documents.

17. Formation of Special Committee for the Police Station Building

• Action requested is to form a special committee consisting of the Mayor and Chairman of the Finance Committee to meet with staff on a weekly basis and to provide oversight to the project and approve any contracts and change orders as needed.

18. Park Board Recommendation to Award Bid to Replace the Swimming Pool Boiler

• Action requested is to approve the Park Board’s recommendation to award the bid for the swimming pool boiler to Northern Mechanical Inc. for their low bid in the amount of $29,000 and to authorize the Mayor to execute all necessary contract documents.

19. Ordinance Committee Recommendation to Petition the Planning & Zoning Commission

• Action requested is to approve the Committee’s recommendation to direct staff to petition the Planning & Zoning Commission to amend the UDO to eliminate the 2-parking spot rule for residential units in the B-1 RC and B-1 MU Zoning Districts.

20. Recommendation to Petition the Planning & Zoning Commission for Zoning Map Amendment

• The Zoning Map which was approved with the adoption of the UDO inadvertently included City Hall in a residential zoning district. Action requested is to direct staff to petition the Planning & Zoning Commission for a zoning map amendment to rezone City Hall from R-3 Traditional Residential District to B-1-MU Mixed Use Sub-District.

21. Ordinance Committee Recommendation to add Section 27.25, Cannabis Regulation and Tax Act and to amend Section 1.14, Settlement of Offenses

• The proposed ordinance adds regulations and SOF’s for possession and consumption of cannabis pursuant to Chief Krause’s recommendation.

22. Finance Committee Meeting/Budget Workshop, Saturday, February 8, 2020 @ 8 am

23. FYI: February Love Your Library Month

• In recognition of Love Your Library Month, the February 25, 2020, City Council meeting will be held in the conference room at the library.
