City of Harvard City Council met Feb. 25.

 Committee action to approve minutes as presented.

6. Consent Agenda

Items under the Consent Agenda are acted upon in a single motion. There is no separate discussion of these items prior to the Council vote unless a Council Member requests that an item be removed from the consent agenda for separate action.

7. Individual Action Consent Agenda Items

 City Council Action on any item removed from the consent agenda.

8. Massage Therapist Application/Home Occupation Permit: Carol Dagsgaard d/b/a All in the Hands – Massage by Carol, 509 W. Blaine St.

 The petitioner is seeking approval of a Massage Therapist License and Home Occupation Permit to conduct a massage therapy business from her residence at 509 W. Blaine St. The fees have been paid. The background check and site investigation are satisfactory. Action requested is to approve or deny the License and Home Occupation Permit to operate said business.

9. Resolution Surface Transportation Program (STP) Local Funding Match/W. Diggins St.

 The Council of Mayors is having a call for projects. Action requested is to approve the proposed resolution which allocates the required 20% local match for construction and construction engineering, estimated to be $180,000, to the improvement of Marengo Road, from Route 23 to Airport Rd., so long as the project is programmed by the McHenry County Council of Mayor’s Five-Year Program.

10. Resolution Surface Transportation Program (STP) Local Funding Match/Marengo Rd.

 The Council of Mayors is having a call for projects. Action requested is to approve the proposed resolution which allocates the required 20% local match for construction and construction engineering, estimated to be $142,000, to the improvement of W. Diggins Street., so long as the project is programmed by the McHenry County Council of Mayor’s Five-Year Program.

11. Resolution Adopting a Revised Anti-Harassment Policy

 Action requested is to adopt the proposed resolution.

12. CDBG Program/Agreement between County of McHenry and City of Harvard for the Food Pantry/Senior Center Parking Lot Expansion Project

 Action requested is to authorize the Mayor’s execution of proposed agreement.

13. Info: Open House for Neighborhood Revitalization Strategy Area (NRSA), February 28, 2020 2-4 pm
