City of McHenry City Council met Aug. 3.

Here is the minutes provided by the council:

In light of the current COVID- 19 public health emergency, this meeting will be held remotely only. The public can observe by connecting online at: https://cityofmchenry.zoom.us/i/99918537670

The public can also call in to the following number: +1 312 626 6799, Meeting ID 9991853 7670 Call to Order: The City Council of the City of McHenry, Illinois, met in regular session at 7: 00 p. m. via Zoom due to the COVID- 19 pandemic in compliance with the Open Meetings Act per guidelines by the Illinois Attorney General' s office.

Roll Call: Mayor Jett called the roll call.

Members present: Alderman Santi, Alderman Glab, Alderman Schaefer, Alderman Harding- absent, Alderman Mihevc, Alderman Devine, Alderwoman Miller, and Mayor Jett. Others present: Attorney McArdle, Administrator Morefield, Interim Director of Public Works Strange,

Director of Community Development Polerecky, Finance Director Lynch, Director of Parks and Recreation Hobson, Director of Economic Development Martin, Chief of Police Birk, City Planner Sheriff, and City Clerk Ramel.

Pledge of Allegiance: Mayor Jett led the pledge

Public Comments: No public comment

Consent Agenda: Motion to Approve the Following Consent Agenda Items:

A. Award of contract to Michels Corporation for the Well # 8 Raw Water Line Rehabilitation Project in the amount of$ 296, 214. 00; (Public Works Director Strange)

B. Approval and authorization to enter into a Purchase Order Contract with MASD Construction for Drywall Installation on Phase 2 of the Police Department Renovation in an amount not to exceed $ 15, 000. 00; (Police Chief Birk, Community Development Director Polerecky)

C. Approval of payment to Advance Automation and Controls Inc. for the replacement of the Variable Frequency Drive (VFD) for the # 3 raw sewage pump at the Regional Pumping Station in the amount of$ 10, 191. 00; ( Public Works Director Strange)

D. Approval of an Ordinance amending the FY20/21 Parks Developer Budget in the amount of $ 12, 979. 88 for the purchase of replacement LED lights for the Knox Parks Tennis Courts by Northwest Electric; (Parks and Recreation Director Hobson)

A motion was made by Alderman Santi and seconded by Alderman Harding to approve Consent Agenda Items as presented: Roll Call: Vote: 7- ayes: Alderman Santi, Alderman Glab, Alderman Schaefer, Alderman Harding, Alderman Mihevc, Alderman Devine, Alderwoman Miller. 0- nays, 0- abstained. Motion carried.

E. Award a Façade Improvement Grant in the amount of$ 2, 500 for the property located at 3402 W. Elm Street; (Economic Development Director Martin)

A motion was made by Alderman Santi and seconded by Alderman Harding to approve Consent Agenda Items as presented: Roll Call: Vote: 7- ayes: Alderman Santi, Alderman Alderman Glab, Alderman Schaefer, Alderman Harding, Alderman Mihevc, Alderman Devine, Alderwoman Miller. 0- nays, 0- abstained. Motion carried.

F. Block Party Permit Application for Almond Lane on 8/ 28/ 20;

Pulled by alderman Glab it' s a reimbursement program, unusual situation by Director of Economic Development Martin stated that it' s to encourage the condition to continue.

A motion was made by Alderman Santi and seconded by Alderwoman Miller to approve Consent Agenda Items as presented: Roll Call: Vote: 6- ayes: Alderman Santi, Alderman Alderman Schaefer, Alderman Harding, Alderman Mihevc, Alderman Devine, Alderwoman Miller. 1- nays- Alderman Glab, 0- abstained. Motion carried.

G. July 20, 2020, City Council Meeting Minutes;

H. Issuance of Checks in the amount of $364,148.08.

A motion was made by Alderman Santi and seconded by Alderman Glab to approve Consent Agenda Items as presented: Roll Call: Vote: 57ayes: Alderman Santi, Alderman, Alderman Glab, Alderman Schaefer, Alderman Harding, Alderman Mihevc, Alderman Devine, Alderwoman Miller. 0- nays, 0- abstained. Motion carried.

Individual Action Item Agenda

A. Motion to approve or deny a Class B Liquor License to La Trinidad Restaurant, 4401 Elm Street; and if approved, the adoption of an ordinance increasing the number of Class B Liquor Licenses from 19 to 20. ( Mayor Jett)

A motion was made by Alderman Glab and seconded by Alderman Schaefer to approve Individual Agenda items as presented. Roll Call: Vote: 7- ayes: Alderman Santi, Alderman Glab, Alderman Schaefer, Alderman Harding, Alderman Mihevc, Alderman Devine, Alderwoman Miller. 0- nays, 0- abstained. Motion carried.

B. Motion to adopt Ordinances granting a Zoning Map Amendment and Minor Variances to allow 68. 5% of uncovered space in lieu of the required 73% uncovered space to accommodate a 4- unit attached single family residence for the property located at 1208 N. River Road. ( Community Director Polerecky)

Alderman Schaefer wanted to know if there is an aerial of this, he likes to look at it from the air regarding density, photography wise, no further questions from him. Questioned the amount of people per acre. Where the trend of development is per Alderman Glab, most things there are all commercial. City Planner Sherriff, stated that they exceed the minimum requirements of the lot areas. Alderwoman Miller likes the idea thinks it will help with improvement of others.

A motion was made by Alderman Santi and seconded by Alderman Schaefer to approve Individual Agenda items as presented. Roll Call: Vote: 6- ayes: Alderman Santi, Alderman Schaefer, Alderman Harding, Alderman Mihevc, Alderman Devine, Alderwoman Miller. 1- nays Alderman Glab, 0- abstained. Motion carried.

C. Motion to grant a Variance to allow a 6- foot privacy fence in the required front yard, 2 feet from the property line, at 413 Kensington Drive. ( Community Development Director Polerecky)

A motion was made by Alderwoman Miller and seconded by Alderman Schaefer to approve Individual Agenda items as presented. Roll Call: Vote: 7- ayes: Alderman Santi, Alderman Glab, Alderman Schaefer, Alderman Harding, Alderman Mihevc, Alderman Devine, Alderwoman Miller. 0- nays, 0- abstained. Motion carried.

There was no negative feedback from the neighborhood. There was no discussion per council.

D. Motion to adopt an Ordinance Creating a Municipal Motor Fuel Tax, Implementing Local Government Taxpayers' Bill of Rights Provisions, and Updating the City's Hotel Operators Occupation Tax Provisions. ( Finance Director Lynch)

Alderman Glab stated it's nice that some of this will help the city.

A motion was made by Alderman Glab and seconded by Alderman Santi to approve Individual Agenda items as presented. Roll Call: Vote: 5- ayes: Alderman Santi, Alderman Harding, Alderman Mihevc, Alderwoman Miller.2- nays Alderman Glab, Alderman Devine, 0- abstained. Motion carried.

Discussion Items:

A. Concept Presentation and Discussion — Residences of Stonewood Subdivision- pulled

B. Route 31 Reconstruction Local Improvement Participation- troy strange explained the local participation regarding this discussion item, needs some clarity on this. Where is council at regarding multi- use paths and sidewalks. Sidewalks along state routes are constructed regarding the municipality The City of McHenry, these are ours to maintain. Many council members shared their views. Multi- use path is very favored by Alderwoman Miller. Many support the multi- use path during this conversation. Much of the council was on board with lighting of the streets. This discussion went on for some time.

Staff Reports.- Director Hobson stated that boat rental could be in by this weekend or next weekend. The pool at the merch aquatic center will be opening as well.

Mayor' s Report: None

City Council Comments: Comments on 7 elevens vs. Speedway regarding gas stations.

Executive Session: Not at this time.
