1. CALL TO ORDER

Meeting called to order at: 8:15 AM by Jim Kearns.

3. PUBLIC COMMENT

McHenry Township Highway Commissioner Jim Condon expressed his interest in restarting the Nondedicated Subdivision Road Program to improve up to six miles of nondedicated roads in McHenry Township.

4. MEMBER COMMENTS

Mr. Collins wanted to acknowledge MCDOT's work on the Ackman Road resurfacing project as he believes many residents in the area will appreciate the new surface and the right turn lane addition at Golf Course Road.

2. Item 5.2 Pulled for Discussion

On a motion by Mr. Skala, seconded by Mr. Vijuk, item 5.2 was pulled for discussion.

3. Resolution Approving an Intergovernmental Agreement Between the State of Illinois, Illinois Department of Transportation and County of McHenry for the Development of the McHenry County 2050 Long Range Transportation Plan

6. ITEMS REMOVED FROM CONSENT AGENDA

1. Resolution Authorizing the Division of Transportation and State's Attorney's Office to Negotiate an Intergovernmental Agreement Between the County of McHenry and Pace Suburban Bus for Countywide MCRide Dial-A-Ride Transit Service in 2022 and Appropriating Funds (Quality Infrastructure)

On a motion from Mr. Skala, seconded by Ms. Aavang, item 5.2 was approved for discussion.

Assistant Director of Transportation Hennings provided the committee with the latest updated version of the 2022 Pace Intergovernmental Agreement (IGA) between McHenry County and Pace Suburban Bus for the MCRide Dial-A-Ride Service. This latest update distinguishes the Pace contributions versus McHenry County contributions, in sum these contributions will be matched dollar for dollar by Pace.

Senior Transportation Planner Ryan Peterson provided a brief overview and update of the MCRide program. The new partnership with McHenry County College provides all students with free fare to and from campus. In October and November the program had about 600 individuals utilize the service. Although that is not quite close to pre-pandemic ridership numbers it is a positive trend.

7. NEW BUSINESS

A. USDOT Summary of the Infrastructure Investment and Jobs Act (IIJA)

Assistant Director of Transportation Hennings provided a brief overview of the "USDOT Summary of the Infrastructure Investment and Jobs Act (IIJA)". In this new Act, federal transportation programs have had a dramatic increase of 10%-30%. Assistant Director of Transportation Hennings advised although it's tough to say exactly how this will impact McHenry County, he is optimistic that the County may be more successful in the future applying for federal funding.

B. CMAP Summary of the Infrastructure Investment and Jobs Act (IIJA)

8. OLD BUSINESS

A. Staff Report

County Engineer Korpalski provided a brief update on the Various/Various contract for supplementing the MCDOT's design engineering staff. This is a five (5) year contract implemented at the beginning of fiscal year 2021 for about $1.5 million dollars, averaging around $300,000.00 per fiscal year. The expenditures for fiscal year 2021 were around $200,000.00 and County Engineer Korpalski expects these expenditures to be closer to $300,000.00 for fiscal year 2022.

Transportation Planning Manager Jon Paul Diipla provided a brief update on the County's 2050 Long Range Transportation Plan. Public engagement efforts are ongoing to raise awareness and gain resident feedback on the program. The survey is available to take online at: www.mchenrycountymoves2050.com

B. Township Dissolution Discussion

Deputy County Administrator Scott Hartman presented a series of questions to the committee for direction regarding the County's Township Dissolution Policy. Various transportation related topics were covered such as State motor fuel tax funds (MFT), road district tax levies, planning and engineering. Discussion ensued.
