• City Council Action on any item removed from the consent agenda.

11. Planning & Zoning Commission Recommendation – April 5, 2022

• Review the Planning and Zoning Commission's recommendation to approve the petition submitted by Sonia Castaneda, Castcarr Properties. Subject property is located at 201 & 205 West Front St., Harvard. The petitioner is seeking a conditional use pursuant to Table 8-1 of the UDO to utilize the subject property as an Event Center. Will require City Council action to approve or reject the Commission's recommendation.

12. Planning & Zoning Commission Recommendation – April 5, 2022

• Review the Planning and Zoning Commission's recommendation to approve the petition submitted by John Stricker d/b/a 110 Brainard LLC. Subject property is located at 110 E. Brainard St., Harvard. The petitioner is seeking a conditional use pursuant to Table 8-1 of the UDO to utilize the subject property as a motorcycle repair shop. Will require City Council action to approve or reject the Commission's recommendation.

13. Relinquish Class B Liquor & Tobacco License for Patel Enterprises Harvard, Inc., 711 E. Diggins St.

• Induben Patel has submitted a letter relinquishing the Class B Liquor & Tobacco License for Patel Enterprises Harvard, Inc. d/b/a Lions Liquors, Beer, Wine & Spirits upon approval of a license issued to Soha Enterprises LLC, d/b/a Lions Liquors. Action requested is to approve the request.

14. Class B Liquor and Tobacco License for Soha Enterprises LLC, 711 E. Diggins St.

• Soha Enterprises LLC, d/b/a Lions Liquors has submitted a Class B Liquor & Tobacco License Application, 711 E. Diggins St. The fees have been paid. Background check satisfactory. Action requested is to approve or deny the application.

15. Class A Liquor License, Sunrise Harvard, Inc., 100 Admiral Dr., Ste 1

• Sunrise Harvard, Inc., d/b/a Sunrise Food & Liquor, 100 Admiral Dr., Ste. 1 has submitted a layout for consideration for a Class A Liquor License to allow for a gaming room. The applicant currently has a Class B license. Action requested is to approve or deny the request pending payment of fees.

16. Relinquish Tobacco License/Zia Siddiqui Inc., 24 N. Ayer St., Harvard

• Zia Siddiqui, Inc. d/b/a Harvard Cigar LLC, d/b/a Harvard Cigarettes & Cigar, 24 N. Ayer St has submitted a letter relinquishing the Tobacco License upon approval of a license issued to Harvard Tobacco, Inc. d/b/a Harvard Cigarettes & Cigars. Action requested is to approve the request.

17. Tobacco License/Harvard Tobacco Inc., 24 N. Ayer St., Harvard

• Kashif Syed, Harvard Tobacco Inc., d/b/a Harvard Cigarettes & Cigars, 24 N. Ayer St. has submitted a Tobacco License application. The fee has been paid. Action requested is to approve or deny the application.

18. Vending License Application for Vic’s Place Bar & Grill

Vivek Moradia has submitted a vending license application for Vic’s Place Bar & Grill, 10 N. Ayer St. for additional vending machines. The fees have been paid. Action requested is to approve or deny the application.

19. Special Event Liquor License/Deborah Leseth @ Milky Way Park

• Deborah Leseth, is requesting a Special Event Liquor License for Saturday, May 28th from 1-6 pm at the Milky Way Park East Shelter. The fees have been paid. Action requested is to approve or deny the request pending submission of dram shop insurance.

20. John Giannasi/Front Street Tap Milk Day Request – Saturday, June 4, 2022

• John Giannasi/Front Street Tap is requesting a Milk Day Certificate pursuant to Section 25.06B.2. Will require action from the City Council to approve or deny the request pending payment of fees/security deposit.

21. Update on Former Motorola Property Tax Increment Financing Phase 1 Feasibility

• No action required.

22. FOP Labor Agreement May 1, 2023 - April 30, 2026

• Action requested is to approve the Agreement between the Illinois Fraternal Order of Police Labor Council/F.O.P Lodge #134 for a Labor Agreement beginning May 1, 2023 and expiring April 30, 2026, and authorizing execution of the contract.

23. RTA Access to Transit Grant

• Action requested is to authorize the City Administrator to submit a grant to apply for construction dollars on the Ayer St./Marengo Rd. sidewalk project and Phase 1 Engineering dollars on the next phase along Route 173 from Ayer St. to Rte. 14.

24. Park Board Recommendation/Park Fees

• Per the Park Board’s recommendation, action requested is waive park fees, including shelter rental fees, for local Harvard based not-for-profit organizations, with the stipulation that security deposits can be collected when necessary.

25. Administration Committee’s Recommendation/Finance Director

• Per the Committee’s recommendation, action requested is to create the position of Finance Director and to appoint Deb Bejot as the Finance Director with an annual salary of $95,000.

26. Proposed Ordinance Approving the City of Harvard Annual Budget for Fiscal Year 2022/2023

• Action requested is to adopt the ordinance establishing the annual budget for Fiscal Year 2022/2023.

27. Proposed Ordinance Amending Sections 1.14, Settlement of Offenses and 11.14 Penalties & Deleting Section 11.13I Penalty

• Per the Administration Committee’s recommendation, action requested is to approve the ordinance as presented.

28. Proposed Ordinance Allocating Funds from Municipal Sales Tax

• Per the Transportation Committee’s recommendation, action requested is to approve the ordinance as presented to allocate funds from the proposed Municipal Sales Tax solely to public infrastructure, specifically road improvements.

29. “AN ORDINANCE authorizing the issuance of Taxable General Obligation Bonds (Alternate Revenue Source), Series 2022A to an aggregate principal amount not to exceed $4,950,000 for the purpose of (i) funding a portion of the City’s unfunded police pension liability relating to the police employees, (ii) funding a budget stabilization account, (iii) paying certain costs of issuance of the Bonds, and (iv) providing for the levy and collection of a direct annual tax for the payment of the principal of and interest on said bonds.”

• Action requested is to approve the proposed ordinance as presented and to authorize execution of all related documents.

30. “AN ORDINANCE authorizing the issuance of General Obligation Refunding Bonds (Alternate Revenue Source), Series 2022C to an aggregate principal amount not to exceed $890,000 for the purpose of (i) refinancing certain outstanding obligations, (ii) paying for costs related thereto, and (iii) providing for the levy and collection of a direct annual tax for the payment of the principal of and interest on said bonds.”

• Action requested is to approve the proposed ordinance as presented and to authorize execution of all related documents.
