City of Harvard Planning & Zoning Commission met Sept. 6.

Here are the minutes provided by the commission:

Chairman Carbonetti called the meeting to order at 7:00 pm. City Clerk Moller called roll to establish a quorum. Commission members present: Jim Carbonetti, Steve Creviston, Mike Grieshop and J Albertson. Commissioners Tom Condon and Ian McCafferty were absent. Also present were members of the audience.

Public Comment

Chairman Carbonetti opened the floor to public comment. There were no public comments.

Planning and Zoning Commission Minutes of July 5, 2022 – Approved

A motion was made by Commissioner Creviston, seconded by Commissioner Grieshop to accept the minutes of the Planning and Zoning Commission Meeting of July 5, 2022, as presented. All ayes. Motion carried.

Dunham Township - Variations Accessory Size and Height

Chairman Carbonetti opened the hearing in the petition submitted by Dunham Township. The petitioner is seeking relief from the accessory size and height requirements pursuant to Section 9.3A.4 &9.3A.5, Accessory Structures and Uses, General Regulations for Accessory Structure of the Unified Development Ordinance (UDO) to build an accessory structure. Subject property is located in Dunham Township and commonly known as 107 Airport Rd., Harvard, IL 60033. PIN 06-02-251-012; 06-02-251-052

The parties of interest were present.

The Notice of Hearing was published per statutory requirements in the Northwest Herald. Certified notices were sent to property owners within 250’ of the subject property relative to the requested variations. The Certificate of Publication, completed petition and staff report were entered into the record.

Presentation of Evidence by Petitioners

Upon being sworn in, Darrell Perkins, 523 Iona Lane, Harvard, IL presented testimony on behalf of Dunham Township. The petitioner would like to build a 60’ x 120’ cold storage building with a dirt floor, 16’ in height. They hope to get 200-amp service for a couple lights and the overhead doors. The petitioners would like to get equipment that is currently outside under roof.

Questions/Discussion by Planning and Zoning Commissioners to Petitioners

Chairman Carbonetti opened the floor to questions/comments from the Commissioners.

• Commissioner Grieshop inquired as to the necessity of 16’ height for the structure. Darrell Perkins indicated that the door height is what they need for trucks to get in and out.

• The property is comprised of 2 parcels - the original and the back acreage purchased 20-25 years ago.

Identification of Objectors/Supporters/Witnesses/Audience Participation

Chairman Carbonetti opened the floor to questions/comments from the audience. There were none.

Additional Comments from Planning/Zoning Commission

There were no additional comments or questions.

Vote on Petition

A motion was made by Commissioner Grieshop, seconded by Commissioner Creviston to recommend to the City Council that the proposed accessory structure is suitable for the property, location and the purpose that it is designed for to suit the needs of the township to bring their outdoor equipment indoors; also, that it fits the use of the district. Roll call vote: Grieshop, aye; Creviston, aye; Albertson, aye and Carbonetti, aye. Motion approved four to zero.

The Planning & Zoning Commission’s recommendation will come before the City Council at their meeting on September 27, 2022, at 7 pm, to be held in the Community Hall.

A motion was made by Commissioner Grieshop, seconded by Commissioner Creviston to close the hearing. All ayes. Motion carried.

At 7:05 pm, a motion was made by Commissioner Albertson, seconded by Commissioner Grieshop to adjourn the meeting. All ayes. Motion carried.
