Village of Fox River Grove Board met Oct. 18.

Here are the minutes provided by the board:

CALL TO ORDER AND ROLL CALL

Village President McLaughlin called the meeting to order at 6: 30 p. m. in the Municipal Center. Present at roll call were Trustees Curtiss, Knar, Migdal, Schladt, Sepeczi, and Wall. Also, present were Administrator Soderholm, Assistant Administrator Bechler, Chief Waitrovich, Operations Manager Reese, Operations Manager Zintl, Village Clerk Caesar, and Attorney Hill.

PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was recited.

PUBLIC COMMENT

Tara Hancock, 108 Glady' s – See attached statement.

President McLaughlin thanked Ms. Hancock for her comments and with no other speakers, public comment was closed.

VILLAGE PRESIDENT AND TRUSTEE REPORTS

President McLaughlin announced the Fall Fun and Haunted Forrest is this weekend, October 22nd at ARS with activities starting at 2: 00 p. m.

Trustee Schladt announced the seniors fall activity is set to take place Wednesday, October 191h, which will include a Halloween themed movie and lunch catered by Brunch Cafe. She said the bus deposit for the Holiday Theater was paid and new members 50+ are always welcome.

1. APPROVAL: CONSENT AGENDA - APPROVAL VIA ONE VOTE FOR ALL

A. Village Board and Executive Session Meeting Minutes – October 4, 2022

B. Accounts Payable – October 18, 2022

C. Ordinance 2022- 13, Closing the Route 14/ 22 Tax Increment Financing Redevelopment Plan and Project Area

D. Raffle Fee & Fidelity Bond Requirement Waiver for Fox River Grove Lions Club

Trustee Knar made a motion to approve consent agenda items A – D. Trustee Wall seconded. Trustee Knar asked if it is a requirement to send notifications to all taxing bodies within the TIF and when would they receive their money. Administrator Soderholm stated that notices were not a requirement; however, Staff sent one as a courtesy. Administrator Soderholm said the taxing bodies should receive the money next year with 2022 taxes paid in 2023. Trustee Knar added that without the TIF, the Village would not have been able to attract retail establishments such as the ones between Route 14 and Route 22. Roll Call: Trustee Curtiss, Knar, Migdal, Schladt, Sepeczi, and Wall— all " yes." MOTION PASSED.

2. OTHER BUSINESS:

Trustee Knar addressed the Board stating he felt they should have a discussion now to address resident Tara Hancock' s public comment concerns, considering the sidewalks were in the process of being installed. Trustee Knar started by stating the Town needs sidewalks and apologized that this project makes her uncomfortable, however sidewalks are essential to navigating throughout the Village in a safe manner and that the Village has been lucky there have not been any accidents over the years due to pedestrians having to walk in the streets.

Ms. Hancock responded that when living on Opatrny, she would agree that sidewalks were necessary, but on Glady' s she does not see the demand, and that she did not feel the older homes were platted for sidewalks.

Trustee Curtiss stated it was more about connectivity and ensuring kids, adults and pets were able to get from parks, schools, and other areas in a safe manner.

Administrator Soderholm added that the sidewalk going in front of Ms. Hancock' s home on Glady' s was part one of a two-year project. He stated a sidewalk is planned for installation on the other side of Glady' s next year. Administrator Soderholm added that notices were sent in March to all homes that would be affected during the construction.

Trustee Curtiss asked for an agenda item to be added to a future meeting to discuss yard waste pick up being added into monthly fee' s versus paying for stickers on an as needed basis.

ADJOURNMENT

Trustee Wall made a motion to adjourn the Village Board meeting at 6:46 p. m. to go into Executive Session. Seconded by Trustee Knar. Roll Call: Trustees Curtiss, Knar, Migdal, Schladt, Sepeczi, and Wall — all " yes". MOTION PASSED.

Village President McLaughlin called the meeting to order at 7: 35 p. m. in the Municipal Center. Present at roll call were Trustees Curtiss, Knar, Migdal, Schladt, Sepeczi, and Wall.

Trustee Schladt made a motion to adjourn the Village Board meeting at 7: 35 p. m. Seconded by Trustee Migdal. A voice vote was taken. Trustees Curtiss, Knar, Migdal, Schladt, Sepeczi, and Wall— all " yes". MOTIQN PASSED.
