Village of Cary Board of Trustees met Feb. 21

ATTENDANCE 

Village Board of Trustees 

Mayor Mark Kownick, Trustee Dale Collier, Trustee Kim Covelli, Trustee Rick Dudek, Trustee Ellen McAlpine, Trustee Jennifer Weinhammer

Absent: Trustee Rick Walrath

Others Present 

Interim Village Administrator Morimoto, Assistant to the Village Administrator Sage, Community Development Director Simmons, Deputy Public Works Director Stein, Chief Finlon, Assistant to the Public Works Director Bassuener, Village Attorney Milluzzi

I. Call to Order

The meeting was called to order at 6:00 p.m. by Mayor Kownick.

II. Roll Call

The roll was called. Trustee Walrath was absent.

III. Pledge of Allegiance

Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Open Forum

There being no comments, Mayor Kownick closed Open Forum at 6:01 p.m.

V. Mayor's Report

A. Employee Recognition - Tashianna Holt, Police Department, 1-Year Employment Anniversary

Mayor Kownick recognized Tashianna Holt of the Cary Police Department on her 1-year employment anniversary.

B. Employee Recognition Travis McHone, Public Works, 1-Year Employment Anniversary

Mayor Kownick recognized Travis McHone of the Public Works Department on his 1-year employment anniversary.

VI. Trustee Reports

Trustee McAlpine congratulated Cary resident Shirley Rochford, who recently celebrated 50 years as a realtor.

VII. Consent Agenda

Motion: 

I will entertain a motion to approve consent agenda items A - I as shown on the Village website and as displayed on the video monitor during the Village Board meeting.

Motion moved by Trustee Collier and motion seconded by Trustee McAlpine.

Motion Passed.

A. Consider for Approval the Warrant Dated February 21, 2023

B. Consider for Approval the February 7, 2023 Village Board Meeting Minutes

C. Consider for Approval a Resolution Approving Change Order No. 15 and a Mutual Release and Settlement Agreement for the Well #10 Replacement Project Construction Contract with Path Construction Company, Arlington Heights, IL in the Amount of $180,000.00

D. Consider for Approval an Ordinance Granting a Conditional Use for a Fitness Facility for the Property Located at 760 Industrial Drive, Unit A, Cary, IL

E. Consider for Approval a Resolution Authorizing Certain Closed Session Written Meeting Minutes Not for Release and Authorizing the Deputy Village Clerk to Make Certain Closed Session Written Meeting Minutes Available for Public Inspection as Part of the Semi-Annual Review of Closed Session Minutes

F. Consider for Approval the Appointment of Erik Morimoto as the Interim Village Administrator

G. Consider for Approval the Appointment of Erik Morimoto as the Village of Cary's Representative to the Southeast Emergency Communication Center (SEECOM) Executive Board

H. Consider for Approval Appointing Erik Morimoto as the Delegate to the Intergovernmental Risk Management Agency (IRMA) Board of Directors

I. Consider for Approval the Appointment of Erik Morimoto as Delegate and Courtney Sage as Alternate Delegate for the Intergovernmental Personnel Benefit Cooperative (IPBC)

VIII. Administrator's Report

Interim Village Administrator Morimoto invited residents to the Special Village Board Budget Workshop Meeting on Saturday, February 25 at 9:00 a.m. in the Village Board Room. The Village's 5-year Capital Improvement Plan (CIP) will be discussed.

IX. Department Head Reports

Chief Finlon stated the Cary Police Department will be hosting the McHenry County Emergency Management Agency's Hazard Mitigation Plan Review on Thursday, March 2nd. Chief Finlon stated residents can go to the Village's Facebook page and website to take part in a survey to provide feedback on the County's response to natural hazard risks.

X. Future Agenda Items and Discussion by Village Board

None.

XI. Adjourn

Motion: 

There being no further items to discuss, Mayor Kownick entertained a motion to adjourn the Village Board meeting at 6:05 p.m. 

Motion moved by Trustee McAlpine and motion seconded by Trustee Weinhammer.

Motion Passed.

AYES: Collier, Covelli, Dudek, McAlpine, Weinhammer

NAYS: None.

ABSTAIN: None.
