D. MANAGER'S REPORT NO. 224:  

1. Ordinance – Amendment to Liquor Control Code (224a) Approval of an Ordinance Amending Title 3, Chapter 3, Liquor Control, of the Woodstock City Code to delete one Class A-2 (Restaurant) Liquor License and add one B-3 (Major Retail/Grocery Store) Liquor License for Supermercado el Sol, Inc., and re-instatement of one video gaming license for 8 Lanes a Week, Inc. d/b/a Wayne’s Lanes.

2. Ordinance – Amendment to Liquor Control Code (224b) Approval of an Ordinance Amending Title 3, Chapter 3, Section 3.3.9 regarding renewal of license to create a probationary license for A-2 and A-6 restaurant license holders to allow the Liquor Commissioner to address restaurants significantly in non-compliance with the 40% food requirement during renewal, and adding a new Title 3, Chapter 3, Section 3.3.13.5 regarding public safety requirements for all license holders. 

3. Ordinance – Special Use Permit/PUD – 870 E. South Street (224c) Approval of the following: 

1) An Ordinance approving a Special Use Permit for a Preliminary Plat/Planned Unit Development (PUD) for the 8.76 acres located at 870 E. South Street. DOC. 3 2) An Ordinance approving a Special Use Permit for a Final Plat/PUD to allow a gas station, convenience store and related site improvements at 870 E. South Street.

4. Ordinance – Approval of FY23/24 Budget (224d) Approval of an Ordinance adopting the City of Woodstock, McHenry County, Illinois, Annual Budget for Fiscal Year 2023 – 2024

5. Ordinance – FY23/24 Water/Sewer Rates (224e) Approval of an Ordinance amending portions of Title 6, Chapter 4 of the City Code of the City of Woodstock pertaining to water and sewer rates, increasing rates by 6.21% for FY23/24.  

6. FY23/24 Salary Structure and Schedule of Authorized Position (224f) Approval of the following FY23/24 Budget Items: 

1) Exhibit III – City of Woodstock FY23/24 Salary Structure for Non-Represented Employees, and 

2) Exhibit IV – City of Woodstock FY23/24 Schedule of Authorized Positions/FTEs. 

7. Hotel/Motel Tax Funding Disbursements (224g) Approval of the FY23/24 Hotel/Motel Use Tax Tourism Grant Recommendations authorizing disbursement of funds to local non-profit organizations. 

8. Push Tax Tolling Agreement – Second Addendum (224h) Authorization for the Mayor to execute a Second Addendum to the Push Tax Tolling Agreement, extending the expiration of the existing agreement from April 30, 2023 to October 31, 2023. 

9. Contract Award – 2023 Downtown Landscape Services (224i) Approval to award a contract, utilizing Home Rule authority and waiving of bids, for landscape maintenance services in the Historic Downtown Square and on adjacent public properties to Langton Group, Woodstock, IL, in accordance with the unit prices, as submitted, and not to exceed $33,000 for FY23/24, and authorize the City Manager to execute a contract upon Council approval. 

10. Contract Award – Landfill Monitoring (224j) Approval to award a contract, utilizing Home Rule authority and waiving of bids, for Operation, Maintenance, and Monitoring (O&M) Services at the Woodstock Municipal Landfill, to GHD Services, Inc. from May 1, 2023 through April 30, 2025 for a total cost of $46,000, and authorize the City Manager to execute a contract upon Council approval. 

11. Contract Award – 2023 Mosquito Control Services (224k) Approval to award a contract, utilizing Home Rule authority and waiving of bids, to Clarke Environmental Mosquito Management, Inc. (Clarke), St. Charles, IL, to provide mosquito control services in accordance with the unit prices, as submitted, not to exceed $25,000 for FY23/24 and authorize the City Manager to execute a contract upon Council approval. 

12. Old Courthouse Change Orders (224l) Authorize the City Manager to Approve Various Change Orders Related to the Old Courthouse & Sheriff’s House Renovations in the amount of $1,550,607.08 for mid February through mid-April with Bulley & Andrews.
