Village of Fox River Grove Village Board met Nov. 7

Public Comment 

The Board will accept public comment on items included on the meeting agenda or of a general nature. Public comment is limited to three (3) minutes per speaker. 

Village President and Trustee Reports (Parks; Planning & Zoning; Special Events) Board members have the opportunity to report on any topic during the public meeting. 

1. Approval: Consent Agenda – Approval via One Vote for All

All matters listed under Item 1, Consent Agenda, are considered to be routine by the Village Board and will be enacted by one motion in the form listed below. If a separate discussion is desired, that item should be removed from the Consent Agenda and considered separately. 

A. Village Board Meeting Minutes – October 17, 2023

The Board will consider the approval of previous meeting minutes. 

B. Accounts Payable – November 7, 2023

The Board will consider the payment of bills. 

C. Treasurer’s Report – September 2023

The Board will consider the approval of the monthly treasurer’s report. 

D. Ordinance 2023-18, Variance – Porch Elevation – 1204 Hillcrest Avenue

The Board will consider the approval of an ordinance granting a variance to allow the reconstruction of a deck (porch) 80 inches above the adjoining ground in a front yard. 48 inches or less are allowed by code. The Planning & Zoning Commission unanimously recommended approval of the requested variance at its meeting on October 11, 2023. 

E. Ordinance 2023-19, Right-of-Way Maintenance

Currently, it is policy and practice that property owners maintain the right-of-way area adjacent to their property. The Board will consider the approval of an ordinance that memorializes this practice. The ordinance under consideration relates to the maintenance of rights-of-way, including but not limited to: drainage facilities, grass or other ground cover, private driveway approaches, and mowing of any islands in a cul-de-sac, as well as maintenance of trees which obstruct right-of-way areas. 

F. Ordinance 2023-20, Commercial Vehicle, Equipment, and Trailer Overnight Parking 

The Board will consider the approval of an ordinance that would restrict overnight (midnight – 6:00 a.m.) street parking of vehicles and equipment used primarily in the course of operation of a business, as well as trailers that are not attached to a vehicle.

G. Ordinance 2023-21, Proposing Establishment of Redwood SSA, Public Hearing Date 

The Board will consider the approval of an ordinance that proposes the establishment of a special service area (SSA) on the Redwood parcel and sets a revised date of December 5, 2023 for a public hearing on the creation of the SSA. 

2. Proclamation: Honoring the Fox River Grove Middle School Girls Cross Country Team 

Village President McLaughlin will read aloud a proclamation honoring the members of the Fox River Grove Middle School Girls Cross Country Team, who recently placed second in the Illinois State Championships. 

3. Approval: Property Tax Levy Determination

The Board will consider the amount of the proposed property tax levy for 2024.
