Village of Huntley Liquor Commission met Oct. 13.

CALL TO ORDER: 

A meeting of the Huntley Liquor Commission was called to order on Thursday, October 13, 2022 at 7:36 p.m. in the Municipal Complex, Village Board Room, 10987 Main Street, Huntley, Illinois 60142.

ATTENDANCE: 

PRESENT: Chairman Timothy Hoeft; Commissioners: Ronda Goldman, Mary Holzkopf, Curt Kittel, Harry Leopold, and JR Westberg.

ABSENT: Commissioner Kanakaris

IN ATTENDANCE: Village Manager David Johnson, Deputy Village Manager Lisa Armour, Director of Finance Cathy Haley, Assistant Director of Finance Karin Dietz, Director of Human Resources Chrissy Hoover, Director of Development Services Charles Nordman, Director of Public Works and Engineering Tim Farrell, Chief of Police Robert Porter, Management Assistant Barbara Read, and Village Attorney Betsy Gates-Alford.

A. Consideration – Consideration – Ordinance Approving the Issuance of a Class “A-1” Liquor License to Hampton Inn Huntley; 13000 Route 47

Mayor Hoeft said the Village of Huntley regulates the sale of alcoholic beverages through its Liquor Control Ordinance in Title XI, Business Regulations, Chapter 110 Alcoholic Beverages, Video Gaming and Electronic Sweepstakes Machines.

STAFF ANALYSIS

The Village is in receipt of an application for a Class “A-1” liquor license from Mr. Henry Patel, owner of the Hampton Inn Huntley, to provide alcoholic beverages at the newly opened hotel. Mr. Patel has stated that packaged alcoholic beverages along with other miscellaneous snacks and toiletries would be offered for sale in a small area located in the front lobby by the front desk. He also stated that a small mobile bar cart would be used to serve guests alcoholic beverages at events taking place in the community room. Employees would be required to be BASSET trained to manage the bar cart and sale of alcoholic beverages at the front counter.

The Class “A-1” license would provide for the retail sale of packaged alcoholic beverages for consumption on-site as well as the sale of alcoholic beverages for on-site consumption within a community or banquet room for public or private events held or sponsored by the licensee or their client. The annual fee for such license shall be $1,500.

As part of the application process, the following items are required to be submitted: 

• Signed and notarized Application with Affidavit (Submitted)

• Payment of $1,500 (Submitted)

• Applicant Profile Information (Submitted)

• Registered Agent Profile Information (Submitted)

• Current Articles of Incorporation (Submitted)

• Economic Interest Disclosure Form (Submitted)

• Current Lease / Deed (Submitted)

• Certificate of Insurance including Best Policy Rating (Submitted)

• Surety Bond (Submitted)

• State Liquor License (Not Submitted) 

• BASSET training information for employees (Submitted)

All documents will be required to be submitted before the liquor license will become effective.

FINANCIAL IMPACT

The annual fee of $1,500 for the liquor license for 2022 has been paid and deposited to the Liquor License revenue line item 100-00-00-4320.

LEGAL ANALYSIS

Section 110 of the Village Code of Ordinances regulates liquor sales in the Village. The application has been reviewed and is in substantial compliance with Section 110: Alcoholic Beverages requirements.

Commissioner Holzkopf questioned if the petitioner were to come back to request to sell full size bottles if it would require Village Board approval. Mayor Hoeft said no because the Village Board did not stipulate the size of the bottle allowed to be sold when the Class A-1 license was approved earlier at the Village Board meeting.

A MOTION was made to approve an Ordinance approving the Issuance of a Class “A-1” Liquor License to the Hampton Inn Huntley; 13000 Route 47 subject to the following conditions of approval: 

1. Petitioner must provide all applicable documents required by the Village of Huntley Code of Ordinances. 

2. Petitioner must show proof of the State of Illinois Liquor License before the Village of Huntley Class “A-1” Liquor License becomes effective. 

MOTION: Commissioner Goldman 

SECOND: Commissioner Leopold 

AYES: Commissioners: Goldman, Holzkopf, Kittel, Leopold and Westberg 

NAYS: None 

ABSENT: Commissioner Kanakaris 

The motion carried: 5-0-1 

There being no further business to discuss, a motion was made at 7:38 p.m. to close the Liquor Hearing. 

MOTION: Commissioner Holzkopf 

SECOND: Commissioner Leopold 

The Voice Vote noted all ayes and the motion carried.
