D. MANAGER’S REPORT NO. 237: 

1. Ordinance – Zoning Map Amendment – Northwest Corner of Kishwaukee Valley Road and Borden Street (237a) 

Approval of an Ordinance approving a zoning map amendment from B4 - Office District to R4 - Multi-Family Residential District for property located at the northwest corner of Kishwaukee Valley Road and Borden Street, Woodstock, Illinois. DOC. 1 

2. Ordinance – Removal of 15-Minute Parking Restriction on Jefferson Street (Old Pioneer Center) (237b) 

Approval of an Ordinance authorizing revisions to the Woodstock City Code pertaining to a change in time limit parking on Jefferson Street and adjacent to the vacant lot previously occupied by the Pioneer Center building. DOC. 2 

3. Authorization to Accept Property – 220 N. Benton St. (237c) 

Authorization to accept property to be deeded to the City by Benton Place Project, LLC pursuant to the amended TIF Redevelopment Agreement between Benton Place LLC and the City of Woodstock, Illinois dated April 20, 2021 and direct the City Attorney and City Manager to take all steps and expend appropriate title and recording funds to finalize this transaction.

4. Temporary Access Easement and Letter of Non-Objection (LONO) to ANR Pipeline Company, LLC (237d) 

Approval to grant a Temporary Access Easement and authorize the City Manager to execute the Letter of Non-Objection (LONO), to ANR Pipeline Company, LLC’s Wisconsin Reliability Transmission Pipeline Project Crossing, subject to final review by the City Attorney.

5. Purchase / Expenditure Approval – Ford Utility Police Interceptor Vehicles (237e) 

Approval to purchase six (6) Ford Utility Police Interceptor vehicles, which includes all necessary associated equipment and upfit costs, utilizing funding of $190,000 from FY23/24 and $180,000 from FY24/25 General – CIP Fund’s budgets, for a total expenditure pre-approval of $370,000, and authorize the City Manager, or his designee, to take all steps and expend appropriate funds to secure said vehicles, with any associated purchases being presented and affirmed at a future Council meeting(s), after each respective acquisition.

6. Expenditure Agreement – Flock Safety Automated License Plate Readers (237f) 

Approval of an expenditure from the FY23/24 CIP budget for the installation of four (4) additional Flock Safety, Inc. Falcon Automated License Plate Readers (ALPRs) for $10,000, as well as, approve the City of Woodstock to enter into a five-year agreement with Flock Safety, Inc. that will secure a set cost of $32,500 per year for access to the Flock cameras.

7. Purchase Agreement – Ford F-Series Trucks – Public Works Fleet (237g) 

Authorization for the City Manager, or his designee, utilizing Home Rule authority and waiving of bids, to execute a purchase agreement for six (6) upfitted Ford F-series trucks from Currie Motors Ford of Frankfort, IL, for $271,367.

8. Purchase Agreement – Bobcat L28 Articulated Loader – Parks Division (237h) 

Authorization for the City Manager, or his designee, to approve a purchase agreement with Atlas Bobcat in Elk Grove Village, IL for the acquisition of one Bobcat L28 Articulated Loader through the Sourcewell Contract for a total price of $61,846.51.

9. Change Order – Old Courthouse (237i) 

Authorization for the City Manager to Approve Various Change Orders Related to the Old Courthouse & Sheriff’s House Renovations in the amount of $377,345.56 for November with Bulley & Andrews.

10. Contract Award – Post Office Lift Station Upgrade (237j) 

Authorization for the City Manager, or his designee, utilizing Home Rule authority and waiving of bids, to approve a contract with Associated Electrical Contractors, LLC of Woodstock, IL to perform the electrical control panel upgrade services at the Post Office Sanitary Sewer Lift Station for an amount not to exceed $65,810.

11. Contract Award – Opera House Architect (237k) 

Authorization for the City Manager, or his designee, utilizing Home Rule authority and waiving of the RFP process, to award and execute a professional services agreement with Holabird & Root from Chicago, Illinois to provide architectural and engineering services for the development of Opera House improvements, for an amount not to exceed $364,850, subject to final review by the City Attorney.

12. Contract Extension – HVAC Services (237l) 

Authorization for the City Manager, or his designee, to execute a contract extension for preventative maintenance, emergency repair, and routine HVAC services with Sherman Mechanical Inc., Cary, IL in accordance with the hourly rates and preventative maintenance costs submitted through the bidding process on an “as-needed” basis through September 30, 2024.

13. Contract Cancellation – Rec Center Siding (237m) 

Authorization to cancel the contract awarded to Counsel Construction, LLC, Wonder Lake, IL, previously approved at the March 7, 2023 City Council meeting for the removal and installation of replacement siding at the Woodstock Recreation Center.
