Public Comment
The Board will accept public comment on items included on the meeting agenda or of a general nature. Public comment is limited to three (3) minutes per speaker.
Village President and Trustee Reports (Parks; Planning & Zoning; Special Events) Board members have the opportunity to report on any topic during the public meeting.
1. Public Hearing: Property Tax Levy
The Board will hold a public hearing allowing attendees to appear and present testimony regarding the proposed 2023 tax levy.
2. Public Hearing: Redwood Special Service Area
The Board will hold a public hearing allowing attendees to appear and present testimony regarding the creation of a special service area for the property located at 28855 Route 22.
3. Approval: Consent Agenda – Approval via One Vote for All
All matters listed under Item 2, Consent Agenda, are considered to be routine by the Village Board and will be enacted by one motion in the form listed below. If a separate discussion is desired, that item should be removed from the Consent Agenda and considered separately.
A. Village Board Meeting Minutes – November 7, 2023 & November 15, 2023
The Board will consider the approval of previous meeting minutes.
B. Accounts Payable – November 21, 2023 & December 5, 2023
The Board will consider the approval of the accounts payable reports and payment of the bills.
C. Treasurer’s Report – October 2023
The Board will consider the approval of the monthly treasurer’s report.
D. Ordinance 2023-22, Paid Leave
The Board will consider the approval of an ordinance that would grant a minimum of one (1) day of paid leave to every employee of the Village.
E. Ordinance 2023-23, Gardner Terrace Special Service Area Levy
The Board will consider the approval of an ordinance to authorize the Gardner Terrace Special Service Area Property Tax Levy in the amount of $3,515.
F. Ordinance 2023-24, Picnic Grove Special Service Area Levy
The Board will consider the approval of an ordinance to authorize the Picnic Grove Special Service Area Property Tax Levy in the amount of $1,835.
G. Ordinance 2023-25, Hunters Farm Special Service Area Levy
The Board will consider the approval of an ordinance to authorize the Hunter’s Farm Special Service Area Property Tax Levy in the amount of $17,000.
H. Ordinance 2023-26, Talon Special Service Area Levy
The Board will consider the approval of an ordinance to authorize the Talon Special Service Area Property Tax Levy in the amount of $4,825.
I. Ordinance 2023-27, Corporate Tax Levy
The Board will consider the approval of an ordinance to authorize the Corporate Property Tax Levy in the amount of $1,129,807.
4. Approval: Resolution 2023-06, Acquisition of Property through Eminent Domain The Board will consider authorizing Resolution No. 2023-06 to address the situation surrounding the property at 401 Algonquin Road. This resolution is prompted by the halted construction progress on the property and the absence of an active redevelopment agreement for the project.
The primary objective of this resolution is to provide the Village with the potential means to acquire the property, intending to facilitate the construction of an approved project that supports downtown redevelopment and fosters increased economic activity in the downtown area.
