D. MANAGER’S REPORT NO. 249:

1. Ordinance Amendment – E3 Liquor License Classification (249a)

Approval of an Ordinance amending Section 3.3.6, Classification of Licenses; Number and Fees, of the Woodstock City Code modifying the parameters of the E-3 Liquor License Classification.

2. Ordinance – Surplus Equipment – Opera House (249b)

Approval of an Ordinance authorizing the sale or disposal of personal property owned by the City of Woodstock.

3. Ordinance Amendment – Disposal of Surplus Property (249c)

Approval of an Ordinance amending the Woodstock Municipal Code to add a new Section 1.6A.5.2.5 regarding the Disposal of Surplus City Personal Property

4. Resolution – Appropriating Motor Fuel Tax Funds for Maintenance of Streets and Highways (249d)

Approval of a Resolution for Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code which appropriates $1,525,000 of Motor Fuel Tax funds from May 1, 2024 through April 30, 2025.

5. Resolution – Redevelopment Agreement – 221-231 E. Calhoun Street (249e)

Approval of a Resolution of the City of Woodstock, McHenry County, Illinois, to induce the Redevelopment of Certain Property within the Woodstock TIF #2 Downtown & Route 47 (221-231 E. Calhoun St.)

6. Resolution – Change Order #1 – Emricson and Olson Park Tennis Courts (249f)

Approval of Change Order #1 to the contract with DK Contractors, Inc., with an overall increase of $127,000 to the original contract amount of $751,343 for fencing and lighting.

7. Facade Improvement Program Request – 346 Lincoln (St. Mary’s Rectory) (249g)

Approval to allocate not more than $9,000 of Historic District Residential Assistance Program funds for reimbursement of program-eligible costs for proposed improvements at 346 Lincoln Avenue. 

8. Contract Award – Opera House Tuckpointing (249h)

Approval to authorize the City Manager, or his designee, to execute a contract for the Opera House Tuckpointing and Masonry Repairs be awarded to the lowest responsible bidder, Safe-Way Tuckpointing LLP of Rolling Meadows, Illinois in accordance with the unit prices, as submitted, for an amount not to exceed $42,000, subject to final review by the City Attorney.

9. Contract Award – FY24/25 Road Salt (249i)

Approval to authorize the City Manager, or his designee, to execute a linking agreement for the purchase and delivery of rock salt to Morton Salt, Inc., Chicago, IL, in accordance with the submitted prices and no greater than a unit price of $97.72 per ton.

10. Contract Award – Reclamite Application Program (249j)

Approval to authorize the City Manager, or his designee, utilizing Home Rule authority and waiving of bids, to award a contract to Corrective Asphalt Materials, LLC of South Roxana, IL to apply Reclamite Asphalt Rejuvenator for an amount not to exceed $76,000 with all work being completed at the unit price of $1.20 SY in FY24/25, subject to final review by the City Attorney.

11. Contract Award – 2024 Enhanced Streets Improvement Program (249k)

Approval to authorize the City Manager, or his designee, to award a contract for the 2024 Enhanced Streets Improvement Program – Alternate B to the lowest responsible bidder, Peter Baker & Son Co. of Lake Bluff, Illinois in accordance with the unit prices, as submitted, for an amount not to exceed $5,644,160.22, subject to final review by the City Attorney.

12. Contract Addendum #1 – Professional Engineering Services – Construction Engineering Services for the 2024 Enhanced Streets Improvement Program (249l)

Approval to authorize the City Manager, or his designee, to approve Addendum #1 with Trotter and Associates, Inc. to provide Construction Engineering Services for the 2024 Enhanced Streets Improvement Program, subject to final attorney review and approval, at a total cost not to exceed $677,462.

13. Artist Selection for Emricson Park Fitness Court Mural (249m)

Approval of the recommendation of the Arts Commission for Artist selection for Emricson Park Fitness Court Mural of “Bloom Where You Are Planted” by Crystal Lake artist Amy Chott.
