City of Harvard City Council will meet Aug. 27

Here is the agenda provided by the council:

1. Call meeting to order

3. Public Presentation

The public is invited to make an issue oriented comment on any matter of public concern not otherwise on the agenda. Individuals wishing to address the City Council are invited to come forward to the podium and be recognized by the Mayor; provide their name and address for purposes of the record, if willing to do so. Public comment is restricted to no longer than 3 minutes in duration. Interrogation of the City staff, Mayor or City Council will not be allowed at this time, nor will any comment from the Council. Personal invectives against City staff or elected officials are not permitted.

4. Infrastructure Committee Meeting Minutes of August 12, 2024

• Committee action to approve the minutes as presented.

5. Community & Economic Development Committee Meeting Minutes of August 13, 2024

• Committee action to approve the minutes as presented.

6. Consent Agenda

Items under the Consent Agenda are acted upon in a single motion. There is no separate discussion of these items prior to the Council vote unless a Council Member or member of the public requests that an item be removed from the consent agenda for separate action.

8. Payment of Bills

• “Motion to approve payment of the bills in the amount of $488,834.82”.

9. Infrastructure Committee Recommendation-Surf Internet Agreement

• Recommendation: “Motion to approve the Right of Way Use Agreement with Surf Air Wireless, LLC d/b/a Surf Internet with revisions as discussed by the Committee.”

10. Infrastructure Committee Discussion Route 14 Bridge Maintenance

• The Committee recommends discussion to determine the best method to hold the state accountable for ongoing maintenance.

11. Community & Economic Development Recommendation - Surplus Property, 307 Grant St.

• Recommendation: “Motion to adopt an Ordinance Declaring Certain City Owned Real Estate Commonly Known as 307 Grant St. as Surplus and Authorizing the Sale of the Surplus Property”.

13. Staff Recommendation - Budget Amendment Sidewalk Program/Road Repairs

• Recommendation: “Motion to adopt an ordinance for a budget amendment to transfer $60,000 from the Sidewalk Budget to the Parking Lot Road Maintenance Budget”.

14. Infrastructure Committee Recommendation - 2024 Sidewalk Program

• Recommendation: “Motion to approve the proposal submitted by Christopher B. Burke Engineering to provide design engineering services for a sidewalk installation project at the intersection of Ratzlaff and Beaumont St. at a cost of $14,995”.

15. Staff Recommendation - Budget Amendment Police Pension Fund

• Recommendation: “Motion to adopt an ordinance for a budget amendment to increase the budget by $50,000 over the original amount”.

16. Staff Recommendation - Well 9 Standby Generator

• Recommendation: “Motion to approve the proposal from Christopher B. Burke Engineering for engineering services to design a standby generator at Well 9; fee estimate is $23,924”.

17. Staff Recommendation - Use of Surplus Funds

• Recommendation: “Motion to approve the use of surplus funds to purchase a used truck for the Utility Dept. at a cost not to exceed $18,000.”

18. Staff Recommendation - Miscellaneous Surplus Property

• Recommendation: “Motion to adopt an Ordinance Declaring and Authorizing the Sale and Disposition of Surplus Property”.

19. Parks & Rec Board Recommendation - Milk Days Proposed Building Addition

• Recommendation: “Motion to approve Milk Days proposal for an expansion to the dairy barn at Milky Way Park, subject to the addition not reaching the driveway”.

20. Parks & Rec Board Recommendation - Relocation of Community Garden

• Recommendation: Motion to relocate the Community Garden to the area at Lion’s Park previously occupied by the volleyball courts.

21. Parks & Rec Board Discussion - Park Foundation Bonfire Request

• Recommendation: “Motion to approve the Harvard Parks Foundation request to conduct a bonfire in the dog park at the conclusion of the Day of the Dead Celebration on November 2, 2024.”
