City of Harvard City Council will meet Oct. 22

Here is the agenda provided by the council:

1. Call meeting to order

2. Roll Call

3. Public Comment

The public is invited to make an issue oriented comment on any matter of public concern not otherwise on the agenda. Individuals wishing to address the City Council are invited to come forward to the podium and be recognized by the Mayor; provide their name and address for purposes of the record, if willing to do so. Public comment is restricted to no longer than 3 minutes in duration. Interrogation of the City staff, Mayor or City Council will not be allowed at this time, nor will any comment from the Council. Personal invectives against City staff or elected officials are not permitted.

4. Check Presentation to the City of Harvard

• Neely Erickson, Government Affairs Director from Illinois Realtors, to present a check to the City for the grant awarded for the Community Garden Project.

5. Acknowledge Daniel Howe for his work as the Eagle Scout who led the Community Garden Project.

6. Recognition Harvard FC - Español Soccer Team

Players: Giovani Bernal, Luis Bernal, Miles Brennecka, Brandon Estrada, Anthony Gorostieta, Eddie Hernandez, Alexander Herrera; Jancarlos Juarez, Giovanni Juarez, Diego Lopez, Oscar Mercado, Geovani Morales, Leandro Roldan, Francisco Sanchez, Adrian Tenorio

7. Recognition - Harvard Tree Board “ Oaktober” Event

8. Staff Monthly Reports

• The City Council has the opportunity to ask staff questions regarding monthly staff reports.

9. Consent Agenda

Items under the Consent Agenda are acted upon in a single motion. There is no separate discussion of these items prior to the Council vote unless a Council Member or member of the public requests that an item be removed from the consent agenda for separate action. Motion to approve the Consent Agenda as presented:

f. Annual Treasurer’s Report

g. Chris Czarnowski, Ben’s Christmas Tree Farm, is requesting permission to place temporary directional signs at the intersections of Routes 14/173 and Routes 23/14 from November 15th thru December 15th, with the permit fee waived in exchange for the Christmas tree that will be donated and displayed at Five Points.

h. John & Diana Minalt, Conifera Tree Farm, are requesting permission to place temporary directional signs at the intersections of McGuire Rd./US Route 14 from November 15th - December 16th, with the permit fee waived in exchange for the Christmas Trees that will be donated and displayed on Ayer St.

i. Harvard Milk Days’ request to close certain streets for Harmilda’s Christmas Parade on Saturday, December 7th, 2024.

j. Harvard Parks Foundation’s request to close Ayer Street from Brainard to Sumner St. (cross streets will remain open) during the Day of the Dead Celebration on Saturday, November 2, 2024, from 10 am - 6 pm and to waive the Outdoor Market Permit fee of $25.

k. Jesse Rodarte, Tacos Express, has an Outdoor Market Permit for calendar year 2024. He is seeking permission to put his food truck in the parking spaces in front of the Masonic Temple on Saturday, December 7th from 1 pm until no later than 8 pm as part of Christmas in Harvard.

10. Individual Action Consent Agenda Items

• City Council Action on any item removed from the consent agenda.

11. Payment of Bills

• “Motion to approve payment of the bills in the amount of $350,749.88

12. Open Bids for Surplus Property

• Sealed bids to be opened and considered for surplus property located at 307 Grant St.

13. Proposed Ordinance Amending Various Sections of the Unified Development Ordinance

• Note: The public hearing was held before the Planning & Zoning Commission on 9/03/24 and reviewed by the City Council on 09/24/24. Recommendation: “Motion to approve the ordinance as submitted”.

14. Planning & Zoning Commission Hearing

Staff Recommendation: “Motion to approve the petition to submit UDO text amendments to the Planning & Zoning Commission on November 5, 2024.”

15. Shadow Creek Park (southern park) Surplus Property

• Recommendation: “Motion to approve an ordinance declaring Shadow Creek Park (southern park) as Surplus Property”

16. Lions Park Path - Quote from Majestic Asphalt

• Recommendation: “Motion to approve Lion’s Park Path quote from Majestic Asphalt in the amount of $110,250.00”
