Village of Cary Board of Trustees met Nov. 5

Village Board of Trustees

Mayor Mark Kownick, Trustee Dale Collier, Trustee Rick Dudek, Trustee Ellen McAlpine, Trustee Anthony Stefani, Trustee Rick Walrath, Trustee Jennifer Weinhammer

Others Present

Village Administrator Morimoto, Public Works Director Noonan, Police Chief Finlon, Village Attorney Uhler

I. Call to Order

The meeting was called to order by Mayor Kownick at 6:00 p.m.

II. Roll Call

The roll was called and all were present.

III. Pledge of Allegiance

Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Open Forum

There being no comments, Mayor Kownick closed Open Forum at 6:01 p.m.

V. Mayor's Report

A. Employee Recognition - Anthony Norwood, Public Works Department, 1-Year Employment Anniversary

Mayor Kownick recognized Anthony Norwood of the Public Works Department on his 1-year employment anniversary.

VI. Consent Agenda

Motion:

I will entertain a motion to approve Consent Agenda Items A-E as shown on the Village website and as displayed on the video monitor during the Village Board meeting.

Motion moved by Trustee McAlpine and motion seconded by Trustee Collier.

Motion Passed.

NAYS: None.

ABSTAIN: None.

A. Consider for Approval the Warrant Dated November 5, 2024

B. Consider for Approval the October 15, 2024, Village Board Meeting Minutes

C. Consider for Approval Closing W. Main Street for the Cary-Grove Chamber of Commerce's Merry Cary Holiday Parade and Festival on Sunday, December 8, 2024

D. Consider for Approval a Resolution Authorizing the Village Administrator to Approve a Contract for Phase 2 SCADA Upgrades with Concentric Integration, LLC, Crystal Lake, IL, in an Amount not to Exceed $188,150.00 and Authorizing the Village Administrator to Approve a 10% Contingency for Unforeseen Changes in Scope for a Total Project Budget of $206,965.00

E. Consider for Approval an Ordinance Authorizing the Village of Cary, McHenry County, Illinois, to Borrow Funds from the Public Water Supply Loan Program

VII. Items for Separate Action

A. Consider for Approval a Resolution Authorizing a First Amendment to an Intergovernmental Agreement Between the Village of Cary and Cary Consolidated School District No. 26 for the Transfer of the Maplewood Property Subject to Final Attorney Review

Village Administrator Morimoto provided an overview of the amendment to the intergovernmental agreement.

Trustee Stefani asked for clarification on the amendment.

Village Attorney Uhler stated in order for the property purchase to move forward, the owner of the adjacent property, Aldi, waived a contract requirement in exchange for an additional fee, which will be split between the Village and the property owner.

Motion:

I will entertain a motion to approve a resolution authorizing a First Amendment to an Intergovernmental Agreement between the Village of Cary and Cary Consolidated School District No. 26 for the transfer of the Maplewood Property subject to final attorney review.

Motion moved by Trustee Walrath and motion seconded by Trustee McAlpine.

Motion Passed.

AYES: Collier, Dudek, McAlpine, Stefani, Walrath, Weinhammer

NAYS: None.

ABSTAIN: None.

VIII. Administrator's Report

Administrator Morimoto thanked the Community Development Department for their efforts in putting on a successful open house on October 22nd. Administrator Morimoto reminded everyone the Cary Municipal Center will be closed on November 11th in observance of Veterans Day. Administrator Morimoto stated a budget and infrastructure priority survey will be released later this month for the public to provided feedback on projects they would like to see prioritized as the upcoming FY25-26 budget planning process approaches.

XI. Adjourn

Motion:

There being no further items to discuss, Mayor Kownick entertained a motion to adjourn the meeting at 6:08 p.m.

Motion moved by Trustee Walrath and motion seconded by Trustee McAlpine.

Motion Passed.

NAYS: None.
