Village of Cary Board of Trustees met Nov. 19

Here are the minutes provided by the board:

ATTENDANCE 

Village Board of Trustees 

Mayor Mark Kownick, Trustee Dale Collier, Trustee Rick Dudek, Trustee Ellen McAlpine, Trustee Rick Walrath, Trustee Jennifer Weinhammer 

Absent: Trustee Anthony Stefani 

Others Present 

Village Administrator Morimoto, Community Development Director Simmons, Public Works Director Noonan, Finance Director Brainerd, Police Chief Finlon, Village Attorney Uhler 

I. Call to Order 

The meeting was called to order by Mayor Kownick at 6:00 p.m. 

II. Roll Call 

The roll was called. Trustee Stefani was absent. 

III. Pledge of Allegiance 

Mayor Kownick led in the recitation of the Pledge of Allegiance. 

IV. Open Forum 

Martha Ritter, 239 N. School Street, asked how to apply for TIF funds. 

Mayor Kownick stated Ms. Ritter should contact the Community Development Department. 

Dave Gwynn, 321 Bryan Drive, thanked Chief Finlon and Director Noonan for their work in addressing the speeding issues on Decker Drive. Mr. Gwynn requested the temporary speed signs be placed back on Decker Drive. 

Mayor Kownick stated staff will follow up with Mr. Gwynn. 

Randall Kohler, 352 Claire Lane, stated he does not feel the Cary Police Department and the McHenry County State's Attorney Office have adequately addressed his concerns. Mr. Kohler stated he had concerns about his roof permit and the associated inspection. 

Mayor Kownick stated staff will follow up with Mr. Kohler. 

Frank Smith, 517 W. Main Street, stated he purchased and renovated a vacant home in 2009, and his son has since moved into the home. Mr. Smith stated people moved in next door a few years ago and have been harassing his son by frequently calling the Village to lodge complaints against him. Mr. Smith stated he is concerned about these false complaints.  

Mayor Kownick stated staff will follow up with Mr. Smith. 

There being no further comments, Mayor Kownick closed Open Forum at 6:17 p.m. 

V. Mayor's Report 

Mayor Kownick stated the Cary Jr. High Art Club has created a mural that has been installed at Well #13 near the school. Mayor Kownick stated this is the second mural created by students that is showcased at Public Works facilities. 

A. Proclamation - National Impaired Driving Prevention Month 

Mayor Kownick proclaimed December as National Impaired Driving Prevention Month.

VI. Consent Agenda 

Motion:  

I will entertain a motion to approve Consent Agenda Items A-G as shown on the Village website and as displayed on the video monitor during the Village Board meeting. 

Motion moved by Trustee McAlpine and motion seconded by Trustee Weinhammer.  

Motion Passed.

A. Consider for Approval the Warrant Dated November 19, 2024 

B. Consider for Approval the November 5, 2024, Village Board Meeting Minutes 

C. Consider for Approval the November 5, 2024, Committee of the Whole Meeting Minutes 

D. Consider for Approval the 2025 Meeting Dates for the Village Board of Trustees, Committee of the Whole, Board of Zoning, Planning & Appeals, Police Commission, and Police Pension Fund 

E. Consider for Approval a Resolution Waiving the Purchasing Policy Bid Requirements and Approving the Purchase of a 2025 Ford F350 from Sutton Ford Commercial & Fleet, Matteson, IL, in an Amount not to Exceed $50,506.00, and Outfitting with Service Body, Lift Gate, and Backup Camera Bar from Knapheide Truck Equipment Center Chicago, McHenry, IL, in an Amount not to Exceed $16,973.12 for a Total Price of $67,479.12 

F. Consider for Approval a Resolution Authorizing the Village Administrator to Approve a Contract for Metra Parking Lot Terminal Upgrades with Total Parking Solutions, Inc., Downers Grove, IL, in an Amount not to Exceed $25,200.00 and Authorizing the Village Administrator to Approve a 10% Contingency for Unforeseen Changes in Scope for a Total Project Budget of $27,720.00 

G. Consider for Approval a Resolution Amending the Engineering Services Agreement for the Well 14 Design and Construction Project with HR Green, McHenry, IL, Executed on June 20th, 2023

VII. Items for Separate Action 

A. Consider for Approval a Resolution Authorizing the Mayor and Village Administrator to Execute an Event Participation Agreement with the Cary-Grove Area Chamber of Commerce for the 2025 Cary Main Street Festival in Downtown Cary 

Administrator Morimoto provided an update on the 2024 Cary Main Street Fest financials and an overview of the proposed agreement. 

Trustee Collier asked if potential future profits would be reinvested in the following year's event. 

Administrator Morimoto stated the goal of reinvesting profits into subsequent events is to help offset any losses that might be incurred due to inclement weather. 

Trustee Walrath asked Director Morimoto to clarify that the $50,000 budget is a not to exceed amount, and that if the festival continues to do well, the Village eventually may not need to set aside additional money from the annual budget. 

Administrator Morimoto confirmed the $50,000 is a not to exceed amount and that if the festival continues to do well, additional budget funds may not be needed. 

Administrator Morimoto provided information on the addition of Friday night to the weekend event. 

Trustee McAlpine requested the Village manage the financial aspect of the event. 

Trustee Dudek suggested a pancake breakfast on the Sunday of the event weekend. 

Mayor Kownick stated Trustee Stefani sent in his comments since he could not attend the meeting. Mayor Kownick stated Trustee Stefani would like to see the Village handle the event on its own, but should the Village continue to partner with the Chamber, the Village should manage the financial aspect of the event. 

Motion: 

I will entertain a motion to approve a resolution authorizing the Mayor and Village Administrator to execute an Event Participation Agreement with the Cary-Grove Area Chamber of Commerce for the 2025 Cary Main Street Festival in downtown Cary. 

Motion moved by Trustee Collier and motion seconded by Trustee McAlpine.

Motion Passed.

VIII. Administrator's Report

Administrator Morimoto stated the Village has shared information regarding the Safe Travel for All program and the McHenry County Safety Action Plan on its website, Facebook, and in the Cary News Weekly. Administrator Morimoto reminded everyone that the last week for yard waste pick-up is November 25th-29th. Administrator Morimoto stated winter parking restrictions begin on December 1st and continue through March 31st.

Chief Finlon reminded those who live in the downtown area to obtain a parking permit in order to park on the street.

IX. Department Head Reports

None.

X. Future Agenda Items and Discussion by Village Board

Trustee Dudek suggested putting information regarding potential future development projects in the Municipal Center lobby.

XI. Adjourn

Motion:

There being no further items to discuss, Mayor Kownick entertained a motion to adjourn the meeting at 6:43 p.m.

Motion moved by Trustee Collier and motion seconded by Trustee McAlpine.

Motion Passed.
