Approval of the Mayor's nominations for appointment to the City’s Boards and Commissions.

2. Ordinance – Old Courthouse Center Lease – Naturally McHenry County (262b)

Approval of an Ordinance authorizing the City Manager, or his designee, to execute a Lease Agreement between the City of Woodstock and the McHenry County Convention and Visitors Bureau (D/B/A Naturally McHenry County) for the Lease of Units 102 and 105 in the Old Courthouse Center at 101 N. Johnson Street.

3. Ordinance – Settlement Agreement – Mobcraft Beer, Inc. (262c)

Approval of an Ordinance authorizing the City Manager, or his designee, to execute a Settlement Agreement by and between the City of Woodstock, IL and Mobcraft Beer, Inc. and Henry Schwartz.

4. Resolution – CDBG Application – Raintree Park Active Transportation Program (262d)

Approval of a Resolution confirming financial support of $46,250 (25% City’s match) for a 2025 Community Development Block Grant (CDBG) application for a Raintree Park Active Transportation Project.

5. Resolution – “Love is Love” Public Art Project Agreement (262e)

Approval of a Resolution authorizing the City Manager to execute the Release and Assumption of Responsibilities Agreement related to the “Love is Love” Public Art Project between the City of Woodstock, Woodstock Area Chamber of Commerce & Industry and Woodstock IL Pride NFP.

6. Resolution – Professional Services Agreement – Recreation Center – Phase 1 Architectural Services for the IDNR PARC Grant Award (262f)

Approval to authorize the City Manager, or his designee, to execute a professional services agreement with Nurture of Chicago, Illinois to provide architectural and engineering services for the development of the Woodstock Recreation Center Project – Phase One designs, bid documents and construction administration, for an amount not to exceed $424,250, subject to final review by the City Attorney.

7. Contract Award – Professional Engineering Services – 2025 Enhanced Streets Improvement Program (262g)

Approval to authorize the City Manager, or his designee, utilizing Home Rule authority and waiving of the RFP process, to accept the proposal submitted by Trotter and Associates, Inc. to provide design engineering services for the 2025 Enhanced Streets Improvement Program, subject to final attorney review and approval, at a total cost not to exceed $932,800.

8. Contract Award – Water Softener Salt 2025 (262h)

Approval to authorize the City Manager, or his designee, to execute a contract with Midwest Salt, LLC. of West Chicago, IL for the purchase and delivery of water softener salt at the unit price of $133.68 per ton for all purchases in calendar year 2025.

9. Contract Award – Wastewater Treatment Plant Liquid Sludge Hauling Services (262i)

Approval to authorize the City Manager, or his designee, to execute a professional services agreement for Wastewater Treatment Plant Sludge Disposal Services for calendar years 2025 and 2026 to Lizard Express Inc., of Itasca, IL, for the transportation of liquid sludge from the South Wastewater Treatment Plant to the North Wastewater Treatment Plant at a unit price of $0.045 per gallon.

10. Employee Benefits for Calendar Year 2025 (262j)

Transmittal of the summary of the 2025 employee benefit-related agreements in compliance with City Code Section 1.6A.5.2E.2.

V. DISCUSSION

A. Quarterly Financial Reports – Transmittal of the following financial reports for the second quarter of FY24/25:

1. Second Quarter Revenues and Expenditures Report; and

2. Second Quarter Investment Report.
