City of Crystal Lake City Council met Dec. 3

Here are the minutes provided by the council:

Call to Order  

Mayor Haleblian called the meeting to order at 7:00 p.m.  

Roll Call  

Mayor Haleblian and Council members Ellen Brady, Brell Hopkins, Cameron Hubbard, Mandy Montford, Ian Philpot and Denise Smith were present. City Clerk Nick Kachiroubas was absent.  

City Manager Eric Helm, Deputy City Manager Nick Hammonds, Director of Public Works and Engineering Mike Magnuson, Community Development Director Kathryn Cowlin, Finance Director Jodie Hartman, Police Chief James Black, Fire Rescue Chief Craig Snyder, and City Attorney John Cowl in were also present. Special Legal Counsel Victor Filippini was also present telephonically.  

Pledge of Allegiance  

Mayor Haleblian introduced Army Sergeant First Class Franklin McAnally and Navy Veteran, PO2 Brock McAnally to the City Council meeting. Their parents are Donna and Danny McAnally, and they are accompanied by Franklin's girlfriend Kate McLaughlin and Brock's girlfriend Mackenzie Bellnen.  

Sergeant McAnally attended South High School where he played soccer and wrestled. He attended McHenry County College and Grand Canyon University earning a bachelor's degree in clinical psychology.  

His Army career began in Infantry and his first assignment was in Germany. From there, he deployed for the first time to Afghanistan. As a machine gunner, he earned his Combat Infantry Badge within days of arriving "in-country: "  

He deployed to Afghanistan two more times. He was a Team Leader and a Heavy Weapons Squad Leader on these deployments. His tours make him a veteran of 3 campaigns in support of the Global War on Terror Initiative.  

Franklin was then assigned to Recruiting and he relocated to Bloomington. IL where he was  named Recruiter of the year before being transferred to Bemidji. Minnesota where he was made the Recruiting Station Commander for 2 years and received his Gold Recruiting Badge. 

He is now at Ft. Drum, New York, as the "NCO In Charge," as the Senior Petroleum Supply Specialist, the Fire Marshall. Environmental Safety Officer, and - something he really enjoys  - Motorcycle Safety Mentor.  

Petty Officer Second Class Brock McAnally also attended Crystal Lake South High School, where he played soccer, wrestled, and was a pole vaulter on the Track and Field team, winning 4 individual Conference Championships and 2 County Championships. He later attended  Monmouth College where he won a total of 6 individual Midwest Conference Championships in pole vaulting. He graduated with a degree in physical education.  

Brock joined the Navy in 2013, beginning his training at Great Lakes Naval Base. He went on to serve four years as a parachute rigger while he was stationed in Whidbey Island Naval Air Station in Washington State. He spent a combined 8 months in Japan and Greece maintaining aircrew equipment for Fleet Air Reconnaissance Squadron 1.  

Brock received two Navy and Marine Corps Commendation Medals while serving. First for rendering aid and saving someone's life during a medical emergency and the second for exhibiting exception work at his command. He also received a Global War on Terrorism Medal which is given for actively working to prevent terror from gaining momentum and spreading in the Middle East.  

They both consider it an honor to be here this evening with their family and "hometown crowd."  

Mayor Haleblian thanked them for their service and their help in leading the pledge.  

Approval of Minutes  

Councilman Hopkins moved to approve the meeting minutes of November 19, 2024 Regular City Council Meeting, November 12, 2002. Budget Workshop Meeting and the October 22, 2024 City Council and Planning and Zoning Commission Joint Workshop Meeting as  presented. Councilman Hubbard seconded the motion. On roll call, all present voted yes. Motion passed.  

Accounts Payable  

Councilwoman Montford moved to approve the November 19, 2024 Accounts Payable in the amount of $3,124,997.59. Councilman Philpot seconded the motion. On roll call, all present voted yes. Motion passed.  

Public Presentation  

Mayor Haleblian asked if the re was anyone in the public who wished to speak about an item not found on the agenda. 

Jack Schaffer, resident of Cary, thanked the Mayor and City Council for deciding not to consider a tax on storage facilities.  

Mayor Haleblian closed Public Presentation. 

Mayor's Report  

Mayor Haleblian hoped everyone had a great holiday and said the Festival of Lights was a chilly one. He commended the Crystal Lake Strikers for their parade performance.  

City Council Reports  

Council woman Brady shared that her aunt Lorraine Egan passed away on Saturday at the age of 102. She said her aunt led a very full l fe, enlisting in the Navy, after the attack on Pearl Harbor. She was also the last World War II veteran in American Legion Post 171.  

Consent Agenda  

Councilwoman Brady moved to approve a Consent Agenda, including Items 9a, 9b. 9c, 9d, 9e, 9f, 9g, 9h, and 9i, and adding Items 10, 11, 12, 13. and the deferring consideration of Item 14. Councilman Philpot seconded the motion.  

On roll call. all present voted yes. Motion passed.  

9a. Continued consideration of the Crystal Lake Academy Building Landmark Application to the April 1, 2024 regular City Council meeting, no action or discussion to occur.

9b. Adopted an Ordinance restricting groundwater wells on 110 and 120 East Street

9c. Referred the petitioner's request to the December 4, 2024 Planning & Zoning Commission meeting for zoning consideration and to the December 17, 2024. City Council meeting for the annexation public hearing for 4202 Three Oaks Road.  

9d. Took no action on the County Zoning Request Conditional Use Permit to allow a Vacation Rental at 8617 Ridgefield Road, Unincorporated Crystal Lake, IL.  

ge. Adopted a Resolution Approving the 2025 City Council Meeting Schedule.

9f. Adopted the Abatement Ordinance for the 2012 General Obligation Bond Issue.

9g. Adopted the Abatement Ordinance of the 2019A and 2019B General Obligation Bond Issue.

9h. Adopted the Abatement Ordinance of the 2022B and 2022C General Ohligation Bond Issues.  

9i. Adopted the Abatement Ordinance for levying Special Service Area Number 47 taxes for lax for 2024.  

10. Adopted a Resolution authorizing the Mayor to sign the M'Lady Nissan enhanced sales tax incentive agreement for 5656 Northwest Highway.

11. Adopted a Resolution appropriating $1,378,000 in MFT funds for Fiscal year 2025.  

12. Adopted a Resolution authorizing the City Manager to execute an agreement with Bowman Consulting Group for the Three Oaks Recreation Area Trail Construction Engineering for Consultant Services in the amount of $265,168.00, to approve warranted changes for up to 10 percent of the agreement cost, and to approve warranted completion date extensions. 

13. Adopted a Resolution to approve the Property Owner Initiated Local Service Line Replacement Reimbursement Program Revision 1.

14. Deferred consideration of an Ordinance amending Section 467, Taxation, of City Code,  

15, Public Hearing for the Annual Budget for the 2025 Fiscal Year; and Adoption of the Annual Budget Ordinance, Salary Ordinance, and Ordinance amending Section 515, Water and Sewer, of the City Code.  

Mayor Haleblian announced the item from the agenda,  

Mayor Haleblian opened the Public Hearing forr the Annual Budget for the 2025 Fiscal Year. He asked if there was anyone in the public wished to speak on this item, No one wished to speak, Mayor Haleblian closed the Public Hearing,  

Council woman Brady moved to adopt an Ordinance approving and adopting the Annual Budget for the 2025 Fiscal Year. Salary Ordinance for the 2025 Fiscal Year, and an Ordinance amending Section 515, Water and Sewer, of the City Code, Councilman Philpot seconded the motion, On roll call, all present voted yes, Motion passed.  

16. Property Tax Levy Ordinance/Truth in Taxation Public Hearing Mayor Haleblian announced the item from the agenda.  

Mayor Haleblian opened the Property Tax Levy Ordinance Truth in Taxation Public Hearing. He asked if there was anyone in the published to speak on this item. No one wished to speak. Mayor Haleblian closed the Public Hearing,  

Councilwoman Brady moved to adopt the 2024 Property Tax Levy Ordinance and Certificate of  Compliance, Councilman Philpot seconded the motion. On roll call, all present voted yes, Motion passed,  

Council Inquiries and Reguests  

None,  

Adjournment  

There being no further business; Councilwoman Brady moved to adjourn the meeting at 7:16  p.m. Council lman Philpot seconded the motion. On voice vote, all present voted yes. Motion passed.
