Senator Wilcox expressed his gratitude following the vote, stating that while "the Democrat sponsor of HB 1586 claimed her bill was an attempt to 'Trump-proof' hiring practices in Illinois," he believes it achieves the opposite. He referenced the Pendleton Act of 1883, which established a merit-based system for federal employment, ending the spoils system where political parties rewarded supporters with government jobs. Wilcox commended the bill's sponsor for taking similar steps for Illinois.
House Bill 1586 specifies that if federal changes impact major programs in Illinois, these programs must continue under Illinois’ Personnel Code and adhere to a merit-based hiring system.
Wilcox noted that these efforts align with former President Donald Trump’s Executive Order from April 23 titled "Restoring Equality of Opportunity & Meritocracy." This order emphasizes equal treatment under the law and promotes meritocracy over race- or sex-based favoritism.
"I support efforts to prevent extreme actions within any level of government," Wilcox stated, adding that he believes this bill does more to solidify merit-based hiring than address potential future issues anticipated by some majority party members. He emphasized his commitment as the Leading Republican on this legislation, advocating for a professional and qualified public workforce.
The next step for HB 1586 is consideration by the Governor for final action.
