B. Ordinance – Adoption of Home Rule Sales Tax
Approval of an Ordinance of the City of Woodstock amending City Code Section 3.2.10.2 and 3.2.10.3 regarding the Home Rule Municipal Retailers Occupation Tax and the Home Rule Municipal Service Occupation Tax, resulting in a quarter of percent (0.25%) increase, from 1.0% to 1.25%, effective January 1st, 2026.
C. 2025 Parameters Bond Ordinance
Approval of an Ordinance providing for the issuance of not to exceed $22,500,000 General Obligation Bonds, Series 2025, of the City of Woodstock, McHenry County, Illinois, to finance various capital improvements within the City including, but not limited to, the construction of road improvements and improvements to the waterworks and sewerage system and Recreation Center of the City, and provide for the levy and collection of a direct annual tax sufficient for the payment of the principal of and interest on said bonds.

D. MANAGER’S REPORT NO. 274:
1. Ordinance – Special Service Area Number 17 – Riverwoods Subdivision (274a)
Approval of an Ordinance authorizing the City Manager, or his designee, to establish Special Service Area Number 17 (Backup SSA) within the City of Woodstock for the property commonly known as the Riverwoods Subdivision.
2. Ordinance – Reaffirm Grocery Tax (274b)
Approval of an Ordinance implementing a Municipal Grocery Retailers’ Occupation Tax and a Municipal Grocery Service Occupation Tax for the City of Woodstock as New City Code Provisions at Title 3, Chapter 2, Section 13, to reaffirm the existing 1% sales tax on groceries, as allowed by State law.
3. Resolution – 2025 Operating Budget – Woodstock Courthouse MM, LLC (274c)
Approval of a Resolution approving the Calendar Year 2025 Operating Budget for Woodstock Courthouse MM, LLC and authorization of the City Manager, or his designee, to take all necessary administrative actions to implement and manage said budget.
4. Resolution – Contract Award – Crack Sealing Maintenance (274d)
Approval of a Resolution authorizing the City Manager, or his designee, to execute a contract, subject to final review and approval by the City Attorney, for crack sealing maintenance to the lowest responsible bidder, SKC Construction, Inc. of Elgin, IL in accordance with the unit prices, as submitted, and not to exceed $80,000 for FY25/26.
5. Resolution – Contract Award – Gould St. – Watermain & Street Replacement (274e)
Approval of a Resolution authorizing the City Manager, or his designee, to execute a contract, subject to final review by the City Attorney, for the Gould Street – Watermain & Street Replacement Project be awarded to the lowest responsible bidder, Mauro Sewer Construction, Inc. of Des Plaines, Illinois in accordance with the unit prices, as submitted, for an amount not to exceed $1,298,811.75.
6. Resolution – Addendum #2 – Construction Engineering Services – Gould St. (274f)
Approval of a Resolution authorizing the City Manager, or his designee, to execute Addendum #2 with Trotter and Associates, Inc. to provide Construction Engineering Services for the Gould Street – Watermain & Street Replacement Project be approved, subject to final attorney review and approval, at a total cost not to exceed $178,300.
7. Resolution – Contract Award – Rec Center Renovation (274g)
Approval of a Resolution authorizing the City Manager, or his designee, to award and execute a contract, subject to final review and approval by the City Attorney, for the Woodstock Recreation Center Renovation (PARC) Project to Pacific Construction Services, LLC, of Chicago Illinois for the base price of $8,535,231, and authorize a 10% contingency of $853,523.10 for a total project budget not to exceed $9,388,754.10.
8. Amendment – FY25/26 Salary Structure and Schedule of Authorized Positions (274h)
Approval of the proposed organizational restructuring, removing the Executive Director-Operations position and establishing two new positions, Operations Manager – Public Works and Events & Administrative Coordinator – Marketing.
Approval of the amended FY25/26 Budget Items:
a. Amended Exhibit III – City of Woodstock FY25/26 Salary Structure for NonRepresented Employees, and
b. Amended Exhibit IV – City of Woodstock FY25/26 Schedule of Authorized Positions/FTEs.
9. Professional Services Agreement – SRO Agreement with D200 (274i)
Approval to execute the Police/High School Liaison Agreement between the Woodstock Community Unit School District 200 and the City of Woodstock for the school year beginning August, 2025 and ending on or about May, 2026.
