City of Harvard City Council met Sept. 23
Here is the agenda provided by the council:
1. Call meeting to order
2. Roll Call
Verify Quorum is present. Five (5) members must be physically present to achieve quorum.
3. Authorization for City Council Member to Attend Meeting Electronically Pursuant to Section 2.05.H – Electronic Attendance at Meetings Rule
4. Public Comment
The public is invited to make an issue-oriented comment on any matter of public concern not otherwise on the agenda. Individuals wishing to address the City Council are invited to come forward to the podium and be recognized by the Mayor; provide their name and address for purposes of the record, if willing to do so. Public comment is restricted to no longer than 3 minutes in duration. Interrogation of the City staff, Mayor or City Council will not be allowed at this time, nor will any comment from the Council. Personal invectives against City staff or elected officials are not permitted.

● Recommendation: “Motion to approve An Ordinance authorizing the issuance of General Obligation Bonds (Alternate Revenue Source), in one or more series, taxable or tax-exempt, of the City of Harvard, McHenry County, Illinois, in an aggregate principal amount not to exceed $4,175,000 for the purpose of financing various road and related improvements within the City and paying for costs related thereto”

13. Class A Liquor License Application – NG Distillery
● Noel Garcia, on behalf of NG Distillery, has submitted an application for a Class A Liquor License. As part of the application, Mr. Garcia is requesting a waiver of the $10,000 onetime license fee.
● Action Requested: “Approve or deny the Class A Liquor License application and the request to waive the $10,000 one-time license fee.”
14. Vending License Application - St. Mary’s Multi Services Inc.
● Recommendation: “Motion to approve St. Mary’s Multi Services Inc. vending license.”
15. The City of Harvard Equitable Transit-Oriented Development (ETOD) Plan
● Motion to approve the Resolution Authorizing Applications for and Execution of a Technical Assistance Agreement Under the Reginal Transportation Authorization General Authority.”
16. Planning & Zoning Commission Recommendation
● Recommendation: “ Motion to approve the Conditional Use Permit to allow the rental of two (2) apartments in each building located above the first-floor business use in the B-1-RC District at 37 N. Ayer St. and 39 N. Ayer St. Harvard, IL 60033”

● Recommendation: “Motion to approve Timber Dr. Asphalt Pavement and Funding with the option of Hot-In-Place Recycling with Overlay, at an estimated cost of $254,000.”
